PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 2 operational divisions: Humanitarian Action Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  Support to the health structure is provided directly by Handicap International’s Technical Advisor, 4 physiotherapists and 4 Social Workers, who work in multidisciplinary teams to identify persons with injuries and persons with disabilities to assess their needs, provide Physical and Functional Therapy, refer beneficiaries to other providers. The teams work in three ways—providing services in beneficiaries’ homes, providing services from temporary locations such as community centers, and working through partner organizations who also provide Physical Therapy. In addition, complementary psychosocial support services are available to our beneficiaries.   Handicap International recognizes that persons with injuries and persons with disabilities are often blocked from access to basic services that are available to the general population by factors that exist in the environment. For example, a person with an injury who cannot reach a health facility may be much more disabled by the lack of access to a health facility than by the original injury. Another example: a person who has difficulty walking may be blocked from using the sanitation facilities in a camp. The mobility difficulty may not ever be “fixed” but the physical barrier to a sanitation facility can and should be unblocked. Identifying specific barriers that make the effects of an injury or a disability worse, removing the barrier, and working to make the barrier identification and removal process part of other organizations’ normal procedures—these are the objectives of the HI Lebanon mission’s Inclusion programming. GLOBAL OBJECTIVE OF THE POSITION Under the line management of Operations Coordinator, the IM TA is responsible for creating the technical and functional solutions to support HI needs for a cooperative multi- sites data management, reports and analysis. He/she will be involved in hands-on development of technical solutions, as well as the technical supervision of the Field Information Managers and Data Entry Officers.   The expected results are a continuing set of new IT solutions or enhancements, increasing coherence of the data and reporting architecture to allow for more cross-functional reporting. More specifically, the IM Coordinator will provide HI with: 1.A cost-efficient, effective, secured and sustainable Data Management Centre solution (server and/or clouding), including the design, the setting and the installation of the solution; 2.An integrated business solution for a multi-site and cooperative data management system. ACCOUNTABILITIES Line manager: Operations Coordinator Line manager+1: Head of Mission In direct cooperation with: Monitoring,Evaluation,Accountability and Learning Technical Advisor   RESPONSIBILITIES   Objective 1: Information System •Identifying the needed information system for the mission in collaboration with the MEAL and Operations Departments; •Developing and/or lead developers in building solutions; •Identifying weaknesses, gaps and opportunities for improvement, through continuous analysis of the developed information systems and interactions with end-users; •Design, implementation and support of HI’s network, applications, portals and potential website; •Establishing priorities and key deliverables with internal stakeholders according to their needs  and generating a plan to include design, development, test, timeframe and deployment methodologies; •Troubleshooting, research, and resolution of system issues, and providing friendly end-user support ; •Drafting and overseeing the implantation of the Information Management Policy (network, hardware, software, electronic files standards);  Objective 2: Geographical Information System •Identifying the needs of maps in collaboration with all the related internal stakeholders; •Identifying and accessing map information sources; •Conceptualizing methodologies for collecting GPS and other GIS related data, as according to the needs; •Preparation, conception and production of maps, including the supervision and monitoring of mapping-related data collection and ensuring dynamic linkages between GIS data and HI Database; •Monitoring accuracy of data collected, ensuring regular updates and solving eventual discrepancies; •Overseeing the training the MEAL teams; Operations teams and partners on usage of maps and GPS; •Representing HI in any GIS related coordination meetings.   Objective 3: Capacity Building and Support •Developing comprehensive Information Management guidelines; •Training and providing technical support to Field Coordinators, MEAL managers, Information Managers and Data Entry officers, partners and other staff as needed on all Information Management tools and processes; •Providing mentorship and support Information Managers and Officers all over the country; •Conducting periodic country technical assistance and auditing trips to support and oversee the quality of information management; •For regional programming approach, participation in developing a regional strategy to ensure that IM solutions and policies are shared and discussed with programming decision-making level (e.g. presenting on the key IM approaches at regional forums, facilitating discussions about the impact of these approaches). Objective 4: To demonstrate an ethic and professional practice •Respect beneficiary confidentiality; •Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners; •Address needs and requests in a professional way; •Report any incident or act that causes any harm to beneficiary or to others; •Always interact with children with the presence of their parents or caregivers; •Always respect a refusal of treatment. Objective 5: Demonstrate willingness to improve professional competences and abilities to increase care quality •Demonstrate motivation at work; •Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities…; •Participate in the different activities that are common to all team members; •Respect each team member’s positions, work, and specialty; •Adapt to special situations or demands from supervisor (reporting, etc.).   Professional Skills: •5 years of relevant working experience in the field of Data Architecture and Data Management System implementation and development; •Coaching and mentoring capacities and fostering Innovation and Empowerment / Analytical and strategic thinking and results orientation; •Problem analysis capacities and appropriate and transparent decision making; •In-depth technical knowledge in programming language / Proven experience in the design and installation of a cost-efficient and secured Data Centre Solution.   Personal skills: •Able to manage priorities and take initiatives; •Able to manage/supervise a team; •Strong interpersonal and intercultural skills •Ability to work in a multicultural environment and in a multidisciplinary teamwork; •Ability to work under high pressure with a great level of personal organization; •Diplomacy sense; •Flexibility; •Team spirit; •Communication skills (public presentation); •Knowledge sharing/Continuous learning.   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
