PRESENTATION OF HANDICAP INTERNATIONAL
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. MISSION CONTEXT
The Emergency Response Division in Lebanon was created in April 2012. The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.
ACCOUNTABILITIES

RESPONSIBILITIES
Objective 1:Liaison:
Activities/Main duties:
- Collection of accurate information regarding the UNHCR / RAIS technical requirements, inform HI management in a synthetic and precise manner and be able to provide solutions.
- Direct coordination with UNHCR counterparts regarding technical issues on the migration of data cross-checking
- Maintain regular contact with the identified agencies working in the multi-purpose cash assistance in the area of intervention.
- On a regular basis, lists of beneficiaries or households assessed will be exchanged between the cooperating agencies to avoid overlapping.
Objective 2:Information Management
Activities/Main duties:
- Ensure the smooth flow of data collected from the collection to the UNHCR Database, according to the UNHCR requirements. The LO will be responsible of the correct migration path of the data to the RAIS Database.
- Be able to have an accurate and global overview of the situation regarding the data management in order to provide to her / his direct supervisors with accurate and relevant information.
- In cooperation with the Field Database Officer, to ensure the correct migration and population of data into HI internal Cash intervention related databases. The LO will ensure the integrity and good use of the data and Databases.
Objective 3: Organization of the Team Work
Activities/Main duties:
- Responsible for the planning of the team on the field : organization of the weekly planning of activities of the plurdisciplinary team, taking into account the visits of technical referents and line manager, and the objectives given by BN PO/PM
- Responsible for the availability of the materials of the team for the field activities
- Animation and organization of the meetings with the ECHO BN team
Objective 4 : Management of deferral / referral cases
Activities/Main duties:
- Reception and distribution of the cases to the field team according to the planning
- Follow up of the visits and assessments done by the field team
- Reporting and follow-up of all the deferral cases in the appropriate document
- In close collaboration with the team, and following the referral strategy of the programme, refer daily all the referral cases to DVFP Specific Needs teams and Referral Focal point
Objective 5 : Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context
Activities/Main duties:
- In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level
- Participate to report with the tools and the internal system all issues identified
- Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons
- Make proposition to DVFP BN PO/PM on strategy of action to ensure a quality response to the refugees needs
Objective 6 : Ensure the work quality of your team on reporting, referrals and information sharing:
Activities/Main duties:
- Regular field visits with the team
- Participate regularly in the assessment of their needs in order to monitor the data collection done by the different field teams and to ensure a quality reporting of data in the database
- Organize regular meeting with the team to share information and updates on the programme
- Organize training/refreshment when needed
Objective 7: Reporting
Activities/Main duties:
- Send weekly reports to BN PO
- Send monthly reports to BN PO
- Send every weeks all the reporting tools used and updated during the week
- Send minutes from all the meetings and discussions with external actors
- Send any other report upon BN PO request
- Report any constraints or problems faced with the team before taking any action
- Report without any delay any security issue
Objective 8 : Administrative Activities
Activities/Main duties:
- Provide administrative and logistic support to the project manager upon request
Objective 9 : Demonstrate an ethic and professional practice:
Activities/Main duties:
- Respect beneficiary confidentiality.
- Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners.
- Address needs and requests in a professional way.
- Report any incident or act that causes any harm to beneficiary or to others.
- Always interact with children with the presence of their parents or caregivers
- Always respect a refusal of treatment.
Objective 10 : Demonstrate willingness to improve professional competences and abilities to increase care quality:
Activities/Main duties:
- Demonstrate motivation at work.
- Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities…
- Participate in the different activities that are common to all team members
