PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor.  The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.   ACCOUNTABILITIES   Line manager: Field Coordinator Line manager+1: Operational Coordinator Supervise: 1 Logisti Officer Tripoli                     1 Logistic Assistant Qobayat In direct cooperation with: Program Manager, Admin Manager, Logistic Coordinator, Field Coordinator   RESPONSIBILITIES   Objective 1:PURCHASE MANAGEMENT: Activities/Main duties: -    Ensure the respect of HI (and donor if required) purchase procedure; -     Identify and plan the bases’ purchases in collaboration with the rest of the team (PM, FieldCo, Log Co); -     Ensure the quality of the purchase and the delivery deadlines; -     Follow up the order/purchase until delivery; -     Monitor average consumptions of key items; -     Improve the general local supply chain; -     Ensure regular purchases follow up in close collaboration with the Finance Department for down payments and monthly budget follow up.   Objective 2:STOCKS MANAGEMENT Activities/Main duties: -     Ensure the respect of HI (and donor if required) stock management procedure; -     Provide regular inventory (monthly, quarterly, yearly) for the different items stored within the mission; -     Plan the stock procurement according to local constraints ; -     In charge of the stock management and control system; -     Ensure the security and the follow up of the equipment used in the North bases (identification, inventory, affectation); -     Ensure the security and the follow up of the communication and IT equipment (and supplies) on the bases (identification, inventory, affectation).   Objective 3: FLEET MANAGEMENT Activities/Main duties: -     Ensure the respect of HI (and donor if required) vehicle management procedure; -     Supervise the general follow up of the base vehicles (consumption checks, movement planning, logbooks monitoring, etc.); -     Ensure a regular maintenance on the different vehicle in North Lebanon, setup an appropriate maintenance contract with supplier if necessary or ensure an appropriate repair process with local technicians; -     Handle and follow up transport contract negotiation with suppliers if necessary.   Objective 4 : PREMISES MANAGEMENT Activities/Main duties:                                                                   -   Ensure the regular management (lease contract follow up, payment...) and maintenance of the premises including: Tripoli office + storage facilities, Qobayat office and one guest house in El Mina (Tripoli).   Objective 5 : SECURITY MANAGEMENT Activities/Main duties: -   Ensure the respect of the security guideline adopted on the mission, the good functioning of the relative tools and process, and the correct use and acknowledgment from the logistic staff -   Work in close collaboration with the Field Coordinator for all security issues (security guidelines updates, geopolitical follow up, incident reports and analysis); -   Attend to interagency security meetings when requested; -   Ensure that every single incident is reported as fast as possible to the field coordinator; -   In charge of the general security on the base during field coordinator leaves of absence (in close collaboration with HoM).   Objective 6 : TEAM MANAGEMENT /CAPACITY BUILDING Activities/Main duties: -     Ensure capacity building of the logistic North team, especially the Tripoli Log Officer, the log base Qobayat, and the two assistants (supply assistant and facilities assistant); -     Ensure strict application and respect of the Internal Regulation by your related staff. -     Define, with each member of your staff, his/her action plan and its defined delays for reaching defined goals (IAP); -     Support and advise logistic team in the implementation of their IAP; -     Ensure regular technical feed backs and trainings to the logistic team; -     Ensure a good communication – coordination – information level of each member of the logistic team through regular coordination meetings (or other if needed); -     Ensure the professional evolution and development of each member of the logistic team using the following tools: individual interviews, oral and written evaluations; -     Ensure conflicts resolution (personal and professional) within the logistic team and inform if necessary the field coordinator and the administration; -     Propose relevant needed adaptation to the organizational chart of the log department and contribute to its implementation (job descriptions, etc.), in collaboration with the field coordinator and the administration; -     Support the logistic team in their management duty: regular meetings, problem solving support, internal vs. personal organizational advices, recruitment process, etc.   Objective 7: REPORTING Activities/Main duties: -     Participate to the monthly situation report (SITREP-LOG PACK) by providing relevant data related to your position; -     Provide regular reporting on your activities to the Field Coordinator and/ or to the Log coordinator (coordination meeting, workshop meeting, etc.).   Objective 8 : INTERNAL COORDINATION Activities/Main duties: -     Participate to the good coordination and collaboration with the other departments -     Participate to the coordination meeting implemented on the base: bilateral meetings, base meetings and ad hoc meetings with the Program and the admin/fin. Departments.   REQUIREMENTS   Languages: Fluent in English and Arabic mandatory (oral and written)   Computer skills: Very Good   Personal qualities & soft skills:         •  Substantial knowledge of standard logistics procedures and practices required. •  Some knowledge of technical fields such as mechanics, IT and supply chain is expected. •  Good communication and demonstrated management skills. •  Ability to multitask and deal with stressful work situations. •  Good interpersonal skills. •  Ability to lead teamwork sessions. •  Excellent reactivity and flexibility in all circumstances •  High capacity to organize his/her work, and manage priorities •  Strong interpersonal and intercultural skills •  Experience to work under difficult security situation   EXPERIENCE: •  Minimum 3 years of work experience, preferably in emergency context; •  University Degree or equivalent work experience in the field of logistics; •  Previous experience with the NGO sector is an asset.   EDUCATIONAL BACKGROUND: High degree diploma is recommended (Logistics management and/or Finance Analysis and Management)   JOB CONDITIONS Remuneration: according to HI salary grid Starting date: 01/03/2015 Duration/ Type of contract: Till the end of Project Social insurance: Covered by Handicap Internationalccording to HI salary grid
