MISSION CONTEXT

Context of the position:

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

 

Objectives:

Under the responsibility of the Area Coordinator, the MEAL and IM Manager will lead the MEAL team in the area of operations. He will manage the implementation of MEAL/IM activities for ongoing and upcoming projects and programs in all sectors of intervention. Further, he will ensure that evidence-based and participatory approaches are put in place for MEAL and Data aspects and implemented for formal reflection on the projects. The incumbent will also help HI in strengthening its MEAL functions based on his experiences from the field and serve as a support function. Under the direct supervision of Area Coordinator, and technical guidance of MEAL Coordinator for mission, the incumbent will be responsible for:

 

According to the position, the MEAL IM Manager must keep all the data confidential, and share it only with the designated persons.

MAIN TASKS

 

  1. Management
    • Ensure M&E components deliver on track, on budget, and are adequately staffed and supported;
    • Supervise M&E and Field staff ensuring appropriate implementation of MEAL activities and required and adequate support is provided;
    • Support program data collection, analysis, reporting and design.
  2. Capacity Building
    • Build the capacity of all relevant team members to develop and maintain an excellent MEAL system, including the periodic reflection and analysis of project’s’ performance and process monitoring;
    • Develop work plans to mentor and coach staff to build their capacity on MEAL activities and program quality;
    • Support and manage the implementation and training on program monitoring tools (e.g. Project Quality Management Tool, Activity Progress Reports, Indicators follow up, data management plan, MEAL plans);
  3. Monitoring and Learning
    • Conduct field monitoring visits, spot-checks in the areas of intervention, and advice on path corrections;
    • Support to Manage and help in maintaining an up-to-date central database to manage cross-cutting sector-wise and grant-wise data;
    • Establish and maintain feedback mechanisms of program results for decision making; and advice on changes;
    • Adapt tools supported by HI to ensure accountability measures and reporting are integrated in programming;
    • Support to Integrate mobile technology and other innovative solutions where feasible;
    • Develop and maintain structures for continuous learning and adaptions.
  4. Evaluation/Assessment and Survey
    • Coordinate, support and lead as required on the assessments, evaluations, mapping and other studies;
    • Work closely with MEAL team at the Regional Office in the design, implementation and drafting reliable results;
    • Design, implement, and draft reports for stakeholders’ feedback surveys;
  5. Accountability and Quality Control
    • Establish and advise on feedback mechanisms of program results for decision making;
    • Adapt tools supported by HI to ensure accountability measures and reports are integrated in programming;
    • Lead M&E personnel in conducting quality assurance activities for key program interventions;
    • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed;
    • Represent the organization in the M&E and Assessment Working Groups & promote a positive image, as needed;
    • Complete additional assignments related to job functions requested and acknowledged by MEAL Coordinator and the HI management;
  6. Information Management
    • Significant contribution to continuous development of information systems and tools.
    • Generate IM reports on trends and progress for internal and external reporting;
    • Support on-going IM systems adjustment and adaptation based on data collection exercises in the field.
    • Develop and advice on conventional, technology-based, mobile-based and GIS- based data collection tools;
    • Complete additional assignments related to job functions requested and acknowledged by Line manager, MEAL Coordinator and/or the HI management;
  7. Quality Assurance
    • Provide or support training on the IM policy to any new project staff arriving on the mission;
    • Support and take lead on the innovative reporting mechanisms;
    • Co-lead development and implementation of tools for learning and capitalization in IM Sphere;
    • Ensure data quality checks and control to ensure high reliability on the information collected from the field;

 

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

REQUIREMENTS

 

Profile required:

  • Master or Bachelor’s degree in project management, M&E, social or computer sciences or related fields;
  • In total, 5 years of experience with at least one-year experience at management level in the related field.

 

Professional and Personal skills:

  • Sound knowledge in emergency and development contexts in terms of implementing and designing monitoring, evaluation, accountability and learning activities at field level;
  • Sound knowledge on various M&E approaches (remote, participatory etc.);
  • Sound knowledge of sampling techniques and statistical analysis;
  • Strong analytical and observational skills;
  • Strong knowledge in Project Management cycle (PMC) and MEAL Cycle;
  • Knowledge in staff’s management and capacity building in MEAL activities;
  • Experience in managing and supervising data collection activities using mix-method approaches in assessments, surveys and evaluation studies;
  • Technical background in Risk programming, health, livelihood and inclusion is a plus;
  • Good knowledge on cross-cutting aspects i.e. gender, environment etc.;
  • Strong analytical and statistical skills;
  • Very good ability to supervise staff and work in a team;
  • Good knowledge in designing and managing data management systems in development contexts;
  • Experience in designing data collection tools for quantitative and qualitative surveys, assessments and evaluation studies Collection tools may be conventional, mobile-based or GIS-based;
  • Strong knowledge in database management and statistical treatment of data;
  • Knowledge in staff’s orientation on data collection methodologies;
     

Computer Skills:

  • Good knowledge of MS Office Suite, mobile data collection systems, ESRI technology, statistical packages and Adobe suites;
     

Languages:

  • English and Arabic are mandatory (Oral and Written)
  • French is a plus

 

JOB CONDITIONS

  • Remuneration: according to HI salary grid
  • Starting date: ASAP
  • Duration/ Type of contract: 6 months renewable based on a project timeline
  • Others: Transportation allowance + insurance with Fidelity
