MISSION CONTEXT

The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.

OBJECTIVES

The Position is under the direct line management of MEAL Manager at Coordination, however operationally reporting to Center Hub Manager. The MEAL Officer will be responsible for managing and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) functions directly and indirectly through implementing partners (IPs), following HI’s standards, Policies and Guidelines. The position holder will regularly coordinate with MEAL/IM teams of the implementing partners (IPs).

OBJECTIVES OF THE POSITION

MEAL Officer is to provide MEAL technical support for HI and partners MEAL and program team on MEAL. He/she will be responsible for development and implementation of monitoring, evaluation, accountability and learning (MEAL) tools and systems for a project being implemented through the hub. This includes conducting, managing and documenting key discrete MEAL milestones, events and processes, MEAL internal and external reporting, and knowledge management between project team and partner affiliates to ensure HI benefits from applied programme learning. He/she is also responsible in supporting the implantation different surveys, assessments, evaluations, post distribution monitoring for different programs/projects. 

MAIN RESPONSABILITIES

Responsibility 1: Ensures the implementation of minimum MEAL processes as described in PME (Planning, Monitoring & Evaluation) policy and guidelines

Together with line manager defines and leads the implementation of the program's MEAL and IM action plan.

Contribute in partner’s selection process by reviewing their MEAL and/or IM policies and procedures.

Ensures MEAL and IM functions are integrated in their respective contracts following HI’s standards and donor requirements.

Ensures the proper planning and implementation of essential MEAL processes on each project.

Responsibility 2: Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards.

With close coordination of the MEAL Coordination team, MEAL Officer will be responsible for designing and adopting context specific monitoring, evaluation, accountability, knowledge and information management system (IMS with help of IM Officer) in their geographic area, following HI’s standards.

Ensures the MEAL system setup at various projects are consistent with each other that allows the consolidation of information with a view to the overall management of the program.

Ensures the systematic drafting of monitoring plans and the regular monitoring of project indicators;

Provides project managers with technical support and trains project teams and surveyors in monitoring methods and conducting surveys. In particular, supports the design of questionnaires, survey protocols and analysis of quantitative data.

According to the needs and monitoring plans, contributes to certain surveys or monitoring activities through supervision or direct implementation.

Ensures and follows up on monitoring visits in person and/or through partners.

Regularly shares the monitoring feedback with the relevant PMs.  

Support IM Officer, to ensure smooth application of the Information management system at hub level, following IM SOPs and standard tools

Responsibility 3: Is responsible for the application of the mechanisms defined by the Programme / MEAL manager to provide accountability to affected populations

Supports in implementing the accountability mechanisms and is responsible for the facilitation of these mechanisms; Provides regular feedback to the Programme /MEAL manager on the accountability mechanisms in place to enable the continuous improvement of interventions.

Organize periodic session on feedback mechanism for HI and partners staff

Prepare community awareness (IEC material) on accountability mechanism, ensure stakeholders and beneficiaries are aware and material is disseminated throughout the operation area by HI and partner’s staff

Regular monthly analysis and reporting on FRM.

Coordinates with the IM team to present data on dashboards.

Responsibility 4: Contributes to learning and the continuous improvement of HI’s interventions

Is responsible for the implementation of learning and reflection exercises/ workshops together with HI and Partner’s staff following HI guidelines (i.e. after-action review and Lessons learnt).

Is responsible for implementing processes and methods for collecting, analysing, modelling and ownership of the knowledge produced, in accordance with the frameworks defined by the Programme / MEAL manager.

Contributes to the analyses of the information collected and the knowledge produced to strengthen collective learning;

Ensures the sharing of knowledge produced internally on the programme and more broadly at organization level by using HI Library.

 

Responsibility 5: Is responsible for compliance with the HI standards applicable to project evaluations

Provide support in conducting the External Evaluations.

Ensures that evaluation activities are carried out, including annual self-evaluations and follow-up to internal evaluations;

Support PMs in designing and steering the quarterly Project Review meetings

Responsibility 6: Is responsible for capacity building of IP MEAL staff on MEAL aspects.

Designs and implements MEAL capacity building plan for IP’s MEAL teams.

Builds capacity of the IP MEAL and programme team on minimum MEAL requirements, accountability mechanisms, learning processes and project review mechanisms.

Responsibility 7: Contributes to the external representation and promotion of HI’s MEAL expertise.

Represents HI's expertise in MEAL and IM across relevant networks at geographic level and Support in external reporting i.e., cluster 4W’s.

Attend or Participate in relevant clusters meetings/ if any /if applicable.

Education and Experience:

Bachelor's degree in statistics, social sciences, information management systems, computer science, management and/or other relevant fields with at least two or three years of relevant professional work experience, respectively.

EXPERIENCE: Minimum of two years' experience, preferably in an international NGO, in a similar role/with the same responsibilities. Rmote Management.
