Position’s mission:
Mission: To manage the overall components of the project and assure that the project meets its objectives and reach the pre-defined indicators. The project manager designs and leads activities that provide information and evidence as regards to the effectiveness of the project in meeting its goals.
Under the management of the operations manager, the project manager role is to guarantee the good implementation of project activities and the achievement of the objectives.
Line managed by: Operations Manager
Interacts with:
• Internally: Regional Technical Unit, MEAL Unit, Country Manager, Support services managers and officers.
• Externally: Local implementing partners, the authorities in the project area of implementation, other stakeholders including local organizations, INGOs and UN agencies in the area of implementation, Health and MHPSS working groups and task force.
Base: Beirut-with frequent travels to Bekaa
Main Responsibilities:
- TEAM Management
1.1 Line-manages the project’s team members:
- Oversees team’s planning (action plans, leaves planning, weekly movement plan, etc.)
- Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of the project team members, and monitors competences.
- Ensures that appraisals of the employees are done according to the HR procedures and is aware of the professional evolution of each staff member, and its development within the mission
1.2 Ensures a good communication, coordination and information of each member of the team and other colleagues, through regular team meetings and proper/relevant information sharing
1.3 Ensure conflict resolution (personal and professional) within the team and informs the supervisor when necessary
1.4 Manages the recruitment and selection of new team members
1.5 Ensures strict application and respect of the programme’s Internal Regulations by the project team.
- Expertise
- Provides the technical expertise for the project
- Ensures that the activities implemented comply with international technical norms and standards
- Adapts the project documentation to international technical norms and standards, when necessary
- Runs technical training for the project staff when relevant
- Is in charge of the technical quality and relevance of project activities implemented within his scope of expertise.
- Ensures technical learning from projects by drawing on lessons learned and good practices
- Makes sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary
- Adjusts the project activities to audit recommendations, if applicable
2.2 Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
- Manages relationships with technical authorities, local partners or other stakeholders
- Implementation and Monitoring
3.1 Ensures project implementation and monitoring in collaboration with the relevant services and in line with general standards and procedures
- Ensures the planning of activities and establishes action plans
- Ensures that activities are implemented in line with the project proposal and the allocated budget
- Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
- Prepares and monitors partnership agreements with implementing partners and other potential partners
- Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) on the project
- Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources
- Monitors qualitative project implementation, ensuring successful realization and achievement of project’s objectives and indicators
- Propose any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.)
- Ensures the quality of work through regular field visits, monitoring on data collection, supervision on implementation of technical guidelines and internal procedures…
- Organize and lead project quarterly reviews, respecting HI internal guidelines.
- Prepare and implement project resource plan in close collaboration with the logestic department.
- Monitor the project financial burn rate, and raise to the line manager any financial risks/ constraints.
3.2 Ensure partnership management:
- Responsible for partnership follow-up: quality of service provision, indicators, respect of HI’s SOPs
- Negotiates partnership agreements
- Defines with the partners a work plan with objectives to be achieved and provide the needed tools
- Provides technical advices and on the job training to partners’ members
- Provides a technical support to the partners to develop adapted activities for beneficiaries
- Ensures a proactive presence in the planning with the partner and during the activities
- Ensures the compilation and recording of all activities and impact measurement
- Produces and disseminates specific data analysis
- Produces final report at the end of the contract
3.3 Ensures Project data management
- Ensures that the appropriate data collection and management tools are in place on the project, in line with global standards
- Ensures that data related to the project is collected and compiled in the project database with quality, accuracy and up of available guidelines.
- Carries out regular verifications and makes any necessary corrections in the activity database
- Ensures collection and archiving of sources of verification
3.4 Ensures project reporting
- Quality check, consolidation and diffusion of the reporting/request tools
- Monitors the achievement of results and indicators, as per the logical framework
- Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
- Reports regularly to the line manager
- Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the project
- Guarantees the proper archiving of information
- Reports without any delay any security issue
- Reports any constraints or problems faced with the team/partner before taking any action
- Provides the line manager with a mission report and/or handover document at the end of the assignment
- Sends any other report upon line management request
3.5 Prepares and steers project evaluation and capitalisation
- Plans and monitors project evaluations
- Produces project capitalisation and learning from experience material
- Keep track of all monitoring and evaluation schedules and implementation of monitoring and evaluation procedures;
- Influence & Communication
4.1 Contributes to HI’s external influence by participating in relevant network
4.2 Communicates on the project to partners, authorities and stakeholders when relevant
4.3 Facilitate media and donor visits on the field when required
4.4 Contribute to the implementation of country communication plan.
5. Strategy & business development
5.1 Contributes to programme or country operational strategy (StratOp)
5.2 Drafts new project proposals for the continuity or expansion of the project
5.3 Contributes to the drafting of new proposals for new opportunities
5.4 Collaborates to the design and implementation of the mission strategy in the country of intervention.

Education:
Essential: Bachelor Degree in social sciences, health, MHPSS, project management or any other related field
Experience:
- Essential: Essential: Minimum 3 years of professional experience as project manager for health and/or MHPSS projects.
- Essential: Previous experience in MHPSS health projects
- Desirable: Previous experience or knowledge in disability inclusion;
- Essential; Previous experience or knowledge in users’ empowerment and advocacy.

Basic salary ranges for the position: MHPSS Project Manager is going to be paid according to the experience and to HI salary Grid.
Basic Salary: starting 2,250USD
