Humanity and Inclusion (HI) has been carrying out emergency first line and post-emergency responses for most conflict-affected persons in the region with a comprehensive and multi-sectorial approach since last five years. Providing multi-disciplinary rehabilitation services including prosthesis and orthotics services, provision of assistive devices, mental health and psychosocial support to persons with functional limitations and psychosocial disabilities and trauma is one of the key interventions of the mission. Services are delivered by partners which includes a strong personalized capacity development strategy.
- CONTEXT
HI’s area of intervention has been affected by conflict for more than 11 years in 2022, and the level of needs by the affected population continues to be alarming across the country -according to OCHA, around 11.7 million people are in need of various forms of humanitarian assistance[1]. Nevertheless, according to the same document, people in need of health services have increased from 11.3 to 13.2 million persons in 2019. The severity and complexity of the crisis led to scores of civilians being killed and/or injured as a direct result of hostilities and an significant increase in need for trauma and burn care as well as rehabilitation and MHPSS. In line with this information, a study done in 2018[2] found that 45 percent of those injured are expected to sustain a permanent impairment and that the average disability prevalence rate in the area was around 30 percent.
In addition to the high rates of injuries stemming from hostilities, the crisis has also led to a significant deterioration of the physical environment contributing to new permanent impairments as well as deteriorating access to health care for persons with pre-existing disabilities or other health conditions. The crisis has led to severe disruption of basic services (varying from healthcare to water treatment and waste management), increase in communicable and non-communicable diseases, as well as to people resorting to negative coping mechanisms (such as changes in eating and personal hygiene habits). Concurrently, hostilities led to serious damage and destruction of health facilities (with around 46 per cent of hospitals and primary health care facilities being partially functional or not functional).
HI program has developed a country Logical Framework for each of its operational pillar, which represents its logic of intervention and serves as basis for the preparation of project proposal. HI’s overall objectives will remain the same: to mitigate the impact of the conflict on vulnerable people and reduce the risk of death, injury and/or disability. To achieve this objective, HI is adding Occupational therapy services as a part of its health program to complement the already implemented Physical and functional rehabilitation.
HI’s current Physical and functional rehabilitation services focuses on people with a functional limitation due to an injury, and/or on people with disabilities, prioritized according to the phase of injury/disability, the level of independence, the planned impact of rehabilitation services on recovery, and the environmental factors to mitigate the impact for people with injury and/or disability, providing specific and tailored health services to persons with injuries and disabilities. Persons receiving rehabilitation services are also receiving psychosocial support and prosthetics and orthotics (P&O) services (when needed).
HI will launch occupational therapy services (home-based or center-based) in its area of interventions in 2023, evaluate the impact of services before scaling it up across its area of intervention in 2024 and beyond.
- Key considerations for the training:
- Nature/modality of the training:
- Highly hands on/clinical training with key focus on fabrication of adaptive devices and daily living items
- Location of the training: Beirut, Lebanon
- Ideally, the consultant would need to arrange a clinical facility to conduct hands on training
- The consultant should arrange for practical sessions with access to beneficiaries
- The consultant to arrange for demonstration of adaptive devices for training and hands on sessions for fabrication of some adaptive devices
- If needed, HI could support for identification of centers with access to such facilities on request.
- Number of trainees: To ensure a very hands on/clinical training, HI will ensure an ideal number of trainees (Max 10 persons) and will include:
- Four OT assistants (will be responsible for delivery of OT services)
- Three Supervisors (will be responsible for supervision of OT services)
The trainees would be professionals with a training/background in health sciences/physiotherapy who would be trained on the job to have skills to provide occupational therapy services.
- Scope of training: Even though the scope of occupational therapy is vast, to promote a holistic and efficient multidisciplinary functional rehabilitation services for the population served by HI’s health services, occupation therapy services will be focused on rehabilitative management of people with functional limitation in the continuum of recent injury to long term disability.
Occupational therapy services are concerned with the end result of participation, thus enable the engagement of the people with functional limitations through adaptations and modifications to the environments or objects within the environments when needed. Occupational therapy assistants will focus on analyzing the client factors, performance skills, performance patterns, and contexts and environments necessary for people to engage in their everyday activities and occupations.
Hence the training should focus on:
- Evaluation of factors affecting activities of daily living (ADLs) & instrumental activities of daily living (IADLs) and should include ACTIVITY ANALSYIS as a key to:
- Establishment, remediation, or restoration of a skill or ability that has not yet developed or is impaired
- Maintenance and enhancement of capabilities without which performance in everyday life activities would decline
- Health promotion and wellness to enable or enhance performance in everyday life activities
- Prevention of barriers to performance.
- Interventions and procedures to promote or enhance safety and performance in ADLs & IADLs through activity modification and trainings
- Production and fabrication of adaptive devices to improve function.
- Evaluation of factors affecting activities of daily living (ADLs) & instrumental activities of daily living (IADLs) and should include ACTIVITY ANALSYIS as a key to:
- DESCRIPTION OF THE REQUIRED SERVICE PROVISION
The expected outputs of the consultancy are as follow:
- Initial training proposal with detailed session plans
- Detailed of training venue and associated training material (equipment/beneficiaries appointment/ adaptive devices fabrication…)
- Finalized training material/content/hands out
- Facilitation of the training
- Final report with Post test score for each training.
- CONSULTANT’S PROFILE
Essential criteria:
- Advance University degree in Occupational Therapy.
- At least 2-3 years of professional experience in the humanitarian field/university training programs
- Analyzes occupational performance and engagement issues and proposes options to increase inclusion and accessibility in the person’s environment)
- Language skills. Arabic language skills will be a great asset. (Written; at least a copy of report/article/research to be submitted and oral)
Desirable criteria:
- Proven training experience – TOT experience would be an asset;
- Proven ability to work in a multicultural setting (work experience certificates/ at least one study research done in multicultural context).
- Proven ability to deliver in a timely manner within cost and quality standards
- Good writing and reporting skills. (at least one article/paper/report to be shared)
- Willingness to travel to in the middle east region (if context allows).
- SERVICE DURATION AND LOCATION
Work days will be distributed between November 2022-December 2022 with a minimum 5-6 days of training, plus 1-2 days for preparation and report finalization.

- PROPOSAL
- Preparation of Proposals
- The Consultant shall bear all costs associated with the preparation and submission of its Proposal and HI shall not be responsible or liable for those costs, regardless of the conduct or outcome of the selection process. HI is not bound to accept any proposal, and reserves the right to annul the selection process at any time prior to Contract award, without thereby incurring any liability to the Consultant;
- The Proposal, as well as all correspondence and documents relating to the Proposal exchanged between the Consultant and HI, shall be written in English;
- Proposals must remain valid for 120 calendar days after the proposal submission deadline, during this period; the Consultant shall maintain its original Proposal without any change, including the availability of the Key Experts, the proposed rates and the total price;
- HI will make its best effort to complete the negotiations within the proposal’s validity period. However, should the need arise, the Client may request, in writing, all Consultants who submitted Proposals prior to the submission deadline to extend the Proposals’ validity;
- The Consultant has the right to refuse to extend the validity of its Proposal in which case such Proposal will not be further evaluated.
- Financial Proposal
- The Financial Proposal shall list all costs associated with the assignment, including (A) remuneration for key additional trainers, if applicable, (B) reimbursable expenses as indicated below
- A per diem allowance, including hotel, for experts for every day of absence from the home office for the purposes of the Services; if applicable
- Cost of travel by the most appropriate means of transport and the most direct practicable route; if applicable
- Cost of office/training venue/accommodation, including overheads and back-stop support; if applicable
- Communications costs; if applicable
- Cost of purchase or rent or freight of any equipment required to be provided by the Consultants; if applicable
- Cost of reports production (including printing) and delivering to the HI; if applicable
- Other allowances where applicable and provisional or fixed sums (if any)
- The Consultant and its Sub-consultants and experts are responsible for meeting all tax liabilities arising out of the Contract
- The Consultant may express the price for its Services in USD.
- Legal and valid registration.
- Evidence that government taxes have been paid.
- The consultant(s) are responsible for personal/life/travel and health insurance during the evaluation for themselves and their team(s).
- Proof that the Service Provider has paid social security contributions.
- The consultant(s) will also provide any necessary materials (including their own laptops) required for the evaluation.

- Evaluation
In the case of Quality Cost Based selection (QCBS), the total score is calculated by weighting the technical and financial scores and adding them. Where the total score is calculated by weighting the technical and financial scores and adding in according to below:
The weights given to the Technical (T) and Financial (F) Proposals are:
Technical = 60 Points
Financial = 40 Points
- Technical Criteria
The formula for determine the Technical score (TF) of all the proposals is calculated as the following:
TS = 60 x T/100, in which TS is for Technical Score, T is for Technical score out of 100.
Technical proposal score under 40 out of 60 will be considered as Rejected, therefore no need to look to their financial proposal.
- Financial Criteria
The formula for determining the financial scores (FS) of all other Proposals is calculated as following:
FS= 40 x FL/ F, in which “FS” is the financial score, “FL” is the lowest proposal price, and “F” the price of the proposal under consideration.
Proposals are ranked according to their combined technical (TS) and financial (FS) scores using the weights (T = the weight given to the Technical Proposal; F = the weight given to the Financial Proposal; T + F = 100.
