Operations Manager Lebanon

OBJECTIVE OF THE POSITION:

HI started to work in Lebanon in 1992 in the Palestinian camps mainly through rehabilitation, mental health and advocacy projects. Throughout its existence in Lebanon, it has systematically developed new sectors, in addition to responding to the impacts of the crises that have rocked the country: the 2006 war, the Syrian crisis and refugees’ influx, the blasts of 2020 and 2021.

In more than 20 years, HI has been able to provide major humanitarian response to the Palestinian refugees and to develop extensive experience on mental health in the frame of vulnerability and protracted refugee crisis. In the same time, the action against mine pollution has made HI as one of the most recognized actors in the domain and especially on complex geographical areas (mountains, forests). From 2012, HI in Lebanon saw an impressive increase of action for the response to the Syrian crisis.

In 2018, after a challenging period of shift from emergency to post-emergency, HI started to progressively re-develop its action both in direction of the refugees but also for vulnerable Lebanese communities. 

At present, the mission has projects in the following areas:

-           3 Inclusive education projects (UNICEF and OCHA funding), covering Beirut, Bekaa and Mount Lebanon

-           2 Mine clearance projects (CDCS and BUZA funding), covering Mount Lebanon

-           1 Inclusion project (OCHA funding), covering Tripoli and Akkar

-           1 Rehabilitation project (ECHO funding), covering Beirut, Bekaa, Mount Lebanon, Tripoli and Akkar

-           1 MHPSS project (AFD funding), covering Beirut and Bekaa

HI is also an active member in the different forums and provides technical assistance to working groups and actors on Disability and Inclusion.

The team today is composed of 51 staff including one expat, located in 3 bases:

-           The entire demining team + 1 log + NTS team + PM are located in Aley / Mount Lebanon.

-           Managers, support services and an operational team are located in Beirut.

-           An operational team in Tripoli.

Several recruitments are ongoing and others will be launched in the coming weeks.

The mission is currently collaborating with the Lebanese Mine Action Centre (LMAC) and 6 local partners.

Due to multiple internal and external factors, the mission has encountered many challenges and constraints that led to a decrease in funding and size in 2021. In 2022, the mission has significantly invested in terms of fund-raising and program development, made a strategy review and considered the opening of new sectors (Basic needs, economic inclusion and livelihood). Several grants have been secured for 2022 and 2023; however the mission needs to continue to maximize its fund-raising efforts, approach new donors, respond to several call for proposals and concretize some negotiated collaborations.

REPONSIBILITIES:

Support the mission and the country manager as follows:

1.         Supporting the fund-raising plans and the development of projects:

•           Represent HI in specific working groups or meetings

•           Meet with donors to introduce HI’s operational strategy, explore funding possibilities and develop plans for the mission accordingly

•           Lead the writing of some concept notes and proposals with the mission’s team and in close coordination with the Regional Grants Developer

2.         Exploring and concretizing potential collaborations:

•           Identify possible synergies and engagement with other actors (national and or/international) through connections and networking

•           Assess their capacities and willingness to engage into interagency and into inter-party interventions

•           Negotiate potential consortia and/or partnership agreements with them

•           Draft with the team the collaboration agreements

3.         Support the operational team in the running/launching of projects (in coordination with the Deputy Country Manager):

•           Support the set-up of project implementation plans

•           Provide guidance and training to the project managers in the planning, monitoring and running of the projects

•           Propose project adaptations or adjustments according to the evolving needs and context

THE SUCCESSFUL CANDIDATE will have:

  • Experience in high-level representation with donors, partners and authorities
  • Experience in proposal writing and fundraising
  • Advanced skills in project design and proposal writing in English
  • Knowledge of donor’s mechanisms and rules
  • Fluency in English, Knowledge of Arabic and French

Education and experience:

  • Bachelor degree, preferably in a relevant field such as : political sciences, humanitarian or development assistance, economical cursus, non-profit management,and Master degree in a related field
  • Minimum 6 year experience in the humanitarian or development sector, area or country management in the humanitarian or development sector
  • Experience working in the Middle East, preferably in Lebanon
  • Minimum 4 year experience in project management,  operational coordination, area or country management in the humanitarian or development sector
  • Preferably Previous experience with HI
  • Basic salary range for the position Operations Manager  is going to be paid according to the experience and to HI salary Grid.
  • Basic Salary range between USD 2600 - USD 3500
