OBJECTIVES
Reporting to the Area Manager the Program Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country of operations. He/she ensures optimal quality and impact of the Programs implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation,
ACCOUNTABILITIES

- Partners: Health Program Team, and Partners’ Management;
- Beirut hub: Operational Team & Support Services;
- Coordination based in Amman: Technical Unit team and Support services
RESPONSIBILITIES
- Management
1.1 Line-manages the program’s team members
- Sets individual objectives, evaluates individual performance,
- contributes towards the professional & career development of his/her team members, monitors competences
1.2 Organizes and leads regular team meetings
1.3 Manages the recruitment and selection of new team members
- Ensures strict application and respect of the programme’s Internal Regulations by the program team.
- Structure the work around identified processes, steer performance and facilitate the resolution of problems.
- Develop & manage partnerships and liaise with partners on development, implementation and evaluations of projects
- Ensures Technical Quality of Programs
2.1 Is in charge of the technical quality and relevance of Program activities implemented within his scope of expertise
- Ensures that the activities implemented comply with organisation’s technical norms and standards
- Organises technical training for his/her staff when relevant
- Ensures technical learning from Programs by drawing on lessons learned and good practices
- Makes sure field technical specialists of both organisation’s and partner’s get the information they require and collaborates with Technical Divisions when necessary
- Adjusts his/her activities to audit recommendations, if applicable
2.2 Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division
2.3 Manages relationships with technical unit, local partners or other stakeholders
3. Operational Implementation
3.1 Ensures the implementation of the programs, in line with logical frame work and allocated budget
- Steer’s the program’s intervention strategy and put forward adjustments if the objectives change or it is likely they will not be met.
- Ensures that activities and the associated resources are planned and implement the action plan.
- Ensures that activities are implemented in line with the project proposal and the allocated budget.
- Ensure project reporting internally(within the programme) and externally (externally to funding bodies, authorities and Partners).
- Prepare and manage partnerships with project implementation partners
- Prepares and monitors partnership agreements with implementing partners and other potential partners
- Ensures the effective implementation and follow up of institutional policies (PSEA, mandatory crosscutting approaches, etc.) on his/her Program
- Coordinates and collaborates with relevant internal services, especially logistics, RH, finance and technical resources
3.2 Ensures Program data management
- Ensures that the appropriate data collection and management tools are in place on the Program, in line with global standards
- Ensures that data related to the Program is collected and compiled in the Program database
- Carries out regular verifications and makes any necessary corrections in the activity database
3.3 Ensures Program reporting
- Monitors the achievement of results and indicators, as per the logical framework
- Is in charge of producing the appropriate reporting tools: monthly situation report, PM Box
- Reports regularly to the line manager
- Writes reports for the funding agencies when relevant and monitors donor deadlines (grants, reporting, audits) concerning the Program
- Guarantees the proper archiving of information
3.4 Prepares and steers Program evaluation and capitalization
- Plans and monitors Program evaluations
- Produces Program capitalization and learning from experience material
4. Influence & Communication
a. Contributes to HI’s external influence by participating in relevant networks
b. Communicates on the Program to partners, authorities and stakeholders when relevant
5. Strategy & business development
- Contributes to programme or country operational strategy (STRATOP)
- Drafts new Program proposals for the continuity or expansion of the Program
- Contributes to the drafting of new proposals for new opportunities

Education and Experience:
- MBA or university degree in Program Management or any equivalent degree (Additional academic background related to inclusion of excluded groups, disability issues, social work and advocacy is highly preferable)
- Minimum 5 years of experience in development sector, with preference to have experience in Health or disability inclusive Rehabilitation, MHPSS and P&O projects.
- Previous work experience with I/NGO is needed
