PRESENTATION OF HANDICAP INTERNATIONAL
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

MISSION CONTEXT
HI response in Lebanon started in April 2012. The provision of support to health structure is provided by Handicap International physiotherapist and technical advisor and its partners. The identification, assessment of the needs, referral and provision of services is done through outreach teams) and trough fixed points of referral in the communities (local partners located in key areas to allow more efficiency reducing the time to reach the beneficiaries).

RESPONSIBILITIES & OBJECTIVES
1. IMPLEMENTATION OF ACTIVITIES
Monitors qualitative project implementation with regards to objectives and indicators of the project and HI mandate and strategy and ensure the collection and archiving of sources of verification
Proposes any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.)
Ensures the implementation the project activities following project proposals and notably
Ensures the work quality of his/her team through regular field visits, monitoring on data collection, supervision on implementation of technical guidelines and internal procedures
2. TEAM MANAGEMENT
Ensures a good communication, coordination and information level of each member of the team through regular team meetings (or other if needed)
Oversees team’s planning (Action Plans, leaves planning, weekly movement plan, etc.)
Supports and builds the capacity of the employees under his/her management, and assesses the needs for additional training
Ensures that appraisals of the employees are done according to the HR procedures and is aware of the professional evolution of each staff member, and its development within the mission
Ensure conflict resolution (personal and professional) within the team and informs the Base Manager when necessary
3. PARTNERSHIPS
Responsible for partnership follow-up: quality of service provision, indicators, respect of HI’s SOPs
Negociates partnership agreements
Defines with the partners a work plan with objectives to be achieved and provide the needed tools
Provides technical advices and on the job training to partners’ members
Provides a technical support to the partners to develop adapted activities for beneficiaries
Ensures a proactive presence in the planning with the partner and during the activities
Produces final report at the end of the contract
Ensures the compilation and recording of all activities and impact measurement
Produces and disseminates specific data analysis
4. REPORTING
Quality check, consolidation and diffusion of the reporting/request tools
Produces a monthly Situation Report (Sit Rep) related to the activities and their analysis
Sends minutes from all the meetings and discussions with external actors
Sends any other report upon line management request
Reports any constraints or problems faced with the team before taking any action
Reports without any delay any security issue
5. Liaison with stakeholders and identification of the different services provided at local level
Meets on regular basis the different stakeholders
At field level, organize the link between stakeholders and HI team
Facilitate media and donor visits on the field according to the ToR and the team’s inputs
6. Security management
Follow up of security situation and alert in case of incident
Ensures the implementation and respect of all security rules by their teams
Maintain the local networking through meetings & send minutes to Country Manager
Organizes security meeting at local level with all relevant HI staff
Participates to external security meeting on Country Manager’s request
7. Reporting on the above mentioned activities
Provides weekly updates and a monthly SitRep to Operations Coordinator
Facilitates regular reporting of their team to the Coordination and technical unit (Minutes of meeting…etc.);
Participates to intermediate and final project reporting
Provides the Operations Coordinator and Country Manager with a mission report and/or handover document at the end of the assignment
Professional Skills required
Demonstrate good understanding of emergency and post emergency context, neutrality
Understanding of a comprehensive approach on disability and vulnerability
Demonstrated effective communication, analytical and problem solving skills
Demonstrated capacity to forecast and follow up logistical and administrative issues
Strong writing skills and data analysis
Ability to propose workable solutions and identify their implications (positive and negative) adapted to beneficiaries’ needs
Personal skills required
Strong interpersonal and intercultural skills
Ability to work in a multicultural environment and in a multidisciplinary teamwork
Ability to work under high pressure with a great level of personal organization

Languages
English and Arabic mandatory (oral and written), French would be an asset
