PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 3 operational divisions: Emergency Response Division (ERD) Mines Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor.  The identification, assessment of the needs, referral and direct provision of services is done trough 18 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers) and trough 4 fixed points in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries). An additional team in Bekaa and North Lebanon will be focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners. In Lebanon, the provision of household essential items including food, NFI and unconditional cash assistance to cover essential winter basic needs of the most vulnerable refugee newcomers will be done in HI area of intervention (54 villages in Central and West Bekaa) through current dedicated outreach teams and distribution teams.     ACCOUNTABILITIES   Line manager: Program Manager Line manager+1: Field Coordinator Supervise: 8 Teams In direct cooperation with: Social Workers, Physiotherapists, Psychologists and Psychosocial Workers     RESPONSIBILITIES   Objective 1:Organization of the team work: Activities/Main duties: Responsible for the planning of the team on the field : organization of the weekly planning of activities of the plurdisciplinary team, taking into account the visits of technical referents and line manager, and the objectives given by DVFP PM Responsible for the availability of the materials of the team for the field activities Animation and organization of the meetings with the DVFP team   Objective 2: Distribution   Activities/Main duties: In close collaboration with the PT/PSY, inform DVFP project manager of any request formulated by the PT/PSY for individual specific items (prosthesis, orthesis, individualized items) In close collaboration with the DVFP team, relay to DVFP project manager any new needs on basic items/specific items arisen from the needs identified on the field Ensure that the donations certificates are provided for all the donations Ensure the donations are made according to the strategy (quality and quantity) and the needs identified Management of the operational buffer stock Inform DVFP project manager of any risks in stock shortage, when needed   Objective 3: Management of deferral cases Activities/Main duties: •   Reception of the deferrals and distribution of the cases to the field team according to the planning and the emergency level Follow up of the visits and assessments done by the field team Feedback of deferrals to external actors Reporting and follow-up of all the deferral cases in the appropriate document   Objective 4: Management of referral cases Activities/Main duties: In close collaboration with the team, and following the referral strategy of the programme, refer daily all the referral cases to external actors Sharing of feedbacks  from external actors to the team Reporting  and follow-up of all the referral cases in the appropriate document   For 3. and 4., according to the set up of the base, the referral/deferral management will be done in coordination/collaboration with the HI focal point   Objective 5: Liaison with stakeholders and identification of the different services provided at local level   Activities/Main duties: At field level, after validation of DVFP PM, meet on regular basis the different stakeholders Identify the different services the local stakeholders are providing with a systematic approach Complete a detailed mapping of the stakeholders and the available services /gaps in services Work in close collaboration with HI focal point and DVFP Project manager by sharing information on actors activities to ensure an appropriate  and coherent referral strategy At field level, organize the link between stakeholders and HI team Support the team in focal points network identification and reinforcement when needed   Objective 6: Participate in the analysis and reporting of global issues in the refugee population and the humanitarian context Activities/Main duties: In formal and informal meetings with the team, participate to a qualitative analysis of the different kinds of issues, at individual, familial and community level Participate to report with the tools and the internal system all issues identified Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons Make proposition to DVFP PM on strategy of action to ensure a quality response to the refugees needs   Objective 7: Ensure the work quality of your team on reporting, distribution, referrals and information sharing: Activities/Main duties: Regular field visits with the team Participate regularly in the identification of the most vulnerable people and of the assessment of their needs in order to monitor the data collection done by the different field teams and to ensure a quality reporting of data in the database According to the mapping, and following the referral strategy, support the team when needed in defining the different external referral needed by the beneficiaries Ensure the donations requested by the team is appropriate and followed up Ensure the quality and dynamism of the identification system (referral, UNHCR lists, focal points) Ensure the action plans of SW/PSW and of PT are clearly identified and that the number of follow-up visits respect the strategy, shaped by the emergency nature of the project Ensure the whole process of DVFP, from identification to discharge, is followed-up by the team, including the respect of the process in itself and the role and responsibilities of each team members Organize regular meeting with the team to share information and updates on the programme Organize training/refreshment when needed   Objective 8: Reporting: Activities/Main duties: Send weekly reports to DVFP PM Send monthly reports to DVFP PM Send every weeks all the reporting tools used and updated during the week Send minutes from all the meetings and discussions with external actors Send any other report upon DVFP PM request Report any constraints or problems faced with the team before taking any action Report without any delay any security issue   Objective 9: Representation Activities/Main duties: On delegation of the project manager: -     Participate to the field coordination meeting -     Bilateral meeting with stakeholders   Objective 10: Administrative Activities Activities/Main duties: Provide administrative and logistic support to the project manager upon request   Objective 11: Demonstrate an ethic and professional practice: Activities/Main duties: Respect beneficiary confidentiality. Respect and promote HI’s Policies and report to your line manager any non respect of HI’s policies amongst the teams or partners. Address needs and requests in a professional way. Report any incident or act that causes any harm to beneficiary or to others. Always interact with children with the presence of their parents or caregivers Always respect a refusal of treatment.   Objective 12: Demonstrate willingness to improve professional competences and abilities to increase care quality: Activities/Main duties: Demonstrate motivation at work.
