ACCOUNTABILITIES
Under the direct supervision of the winterization project manager, you will be responsible to assist the management of the winterization project for population affected by the Syrian crisis, and especially the most vulnerable ones to winter threat within the refugee’s communities.
Your tasks will inlcude (amongst others):
Liaison with landlords, authorities and Syrian families
- At field and coordination level, after validation of winterization PM, meet on regular basis the different stakeholders (landlords, authorities and Syrian families)
- Negociate access to identified shelters in need of isolation
- Negociate access to additional available shelters in communities to increase sheltering capacity
- Complete a detailed mapping of the shelters isolated and the additional shelters available
- At field level, organize the link between stakeholders, HI winterization team and service providers
Identification of shelters for sealing off
- Under Winterization PM Responsibility, ensure effectiveness of the identification system of shelters in need to be sealed off
- Ensure adapted training of the DVFP team to strengthen their capacity and quality of assessment to identify shelter needs.
- Develop and follow on complementary identification resources with Outreach winter workers
- Under Winterization PM Responsibility, develop network with local and international stakeholders to identify shelters in need of sealing off
- Be responsible that buildings are not dangerous, do not have any unguarded holes/drops, nor are obviously prone to failure under snow/earthquake/wind loads.
- Ensure hosting agreements are signed with landlords and local authorities
Dispatch management of identified houses in need of isolation
- Reception of the cases of houses in need to be insulated from HI DVFP Focal Point and distribution of the cases to the services providers (carpenters) and winter team in charge of follow up
- Reception of the cases of houses in need to be insulated from other stakeholders, and distribution of the cases to the services providers and winter team in charge of follow up
- Organization of the follow up of the visits and supervision done by the field team
- Feedback of referrals to HI Focal Point and stakeholders
- Reporting and follow-up of all the deferral cases in the appropriate document
Organization of the team work
- Responsible for the planning of the team on the field : organization of the weekly planning of activities of the team, taking into account the link with service providers, and the objective given by Winterization PM
- Transmission of the weekly planning and the associate movement plan every week to the project manager
- Animation and organization of the team meetings with the winterization project manager
- Organization of the weekly service providers meetings and planning
Participate in the analysis and reporting of winter issues in the refugee population and the humanitarian context
- In formal and informal meetings, participate to a qualitative analysis of the different kinds of issues related to winter and shelter situation
- Participate to report with the tools and the internal system all issues identified
- Be part of a constructive holistic team work to develop a very qualitative analysis and response for disable and vulnerable persons
- Make proposition to DVFP PM on strategy of action to ensure a quality response to the refugees needs
Ensure the work quality of your team and service providers:
- Under Winterization PM, ensure that contracts agreement are respected
- Organize and participate to regular field visits with the shelter supervisors
- Ensure, with the shelter supervisors, the technical intervention reports are properly filled by service providers and supervised by shelter supervisor
- Organize training/refreshment when needed
Reporting:
- Deal with all data collected from the field and ensure qualitative files management
- Send weekly reports to Winterization PM
- Send every weeks all the reporting tools used and updated during the week
- Send minutes from all the meetings and discussions with external actors
- Send any other report upon Winterization PM request
- Report any constraints or problems faced with the team and service providers before taking any action
- Report without any delay any security issue
Representation to coordination meeting :
- On delegation of the project manager:
Participate to the humanitarian coordination meetings
Bilateral meeting with international stakeholders
Administrative and logistic activities
- Ensure quality and availability of the materials for insulation kits
- In charge of stock request and delivery of materials to service providers, in close collaboration with logistic department and shelter supervisors.
- Provide administrative and logistic support to the project manager upon request
THE CANDIDATE’S REQUIREMENTS
-Arabic, speaking and writing
-English, speaking and writing mandatory
-French langage is a plus
-A valid driving permit
-Be rigorous, calm and polite
-Strong management and planification skills
-Diplomacy skills and advocacy comittment
-Excellent networking capacities.
-Knowledge in computers (Excel required, Microsoft Office)
-The ability to integrate completely in the heart of a multi-disciplinary team.
- Knowledge in real estate law is an asset
- Experience in project management
- Experience in shelter field or related is required
- Experience in emergency humanitarian assistance is an asset
