OBJECTIVE OF THE POSITION:
Under the supervision of the Project Manager, the project Officer is responsible for implementing project’s activities and to for mobilizing partners and/or other project stakeholders along implementation. The position will be based in Beirut. The staff member has weekly visits to the areas of implementation.
Responsibilities
Responsibility 1: Contribute to the project’s planning and review
Aim: Ensure the activities are implemented on time.
Tasks:
- Participate to the planning process under the supervision of the PM and to its regular review.
- Produce monthly work plan based on project planning and report achievements during weekly team meeting.
- Collect data for documenting indicators under supervision of the PM/ Country MEAL Technical officer.
- Organize and lead project’s monthly follow up meetings.
- Actively participate to all project’s meetings.
- Report to the PM.
- Participate to the project’s monitoring (mid-ter review…).
- Monitor all Data Collection with MEAL Department.
Responsibility 2: Contribute to the monitoring of the project’s partners for the activities he/she is in charge of
Aim: Support quality implementation of the activities under partners’ responsibilities.
Tasks:
- Coach the project’s partners for implementing activities in respect of the approved framework & tools.
- Collect data and results delivered by the partner.
- Support the the project’s team to the development and implementation of capacity building response.
- Monitor qualitative project implementation, ensuring successful realization and achievement of project’s objectives and indicators.
- Ensure compliance with HI mandate and policies and collaborate to the design and implementation of the mission’s strategy in the country of intervention.
- Ensure collection and archiving of sources of verification, especially the contractual ones.
- Propose any adjustment of the project whenever needed (change of context, delay in the implementation, adaptation of tools, etc.).
- Ensure the quality of work of his/her team through regular field visits, monitoring on data collection, and supervision on implementation of technical guidelines and internal procedures.
- Ensure quality, accuracy and confidentiality of data and the serious follow up of available guidelines.
Responsibility 3: Contribute to the development of methodologies and tools for the project and to their implementation
Aim: The technical framework for implementing project’s activities is in place and regularly updated.
Tasks:
- Contribute to the identification of the tools needed for implementing the project’s activities and to their development.
- Participate to lessons learnt analysis and tools’ adjustment.
- Implement directly activities as per the framework validated by PM.
- Mobilize authorities/ external stakeholders for facilitating project’s implementation and inform them regularly about the progress made and the challenges faced.
- Develop activity sheet including budget for activities.
- Liaise with logistics and finance department as per the procedures in place to undertake purchase & expenditures as required for activities’ implementation.
- Participate to the development of cases study.
Responsibility 4: Contribute to project’s lesson learnt and promotion at national & international level
Aim: Good practices under the project are identified and documented.
Tasks:
- Collect data as per the framework defined and contribute to their analysis.
- Input in the identification and analysis of the project’s good practice.
- Participate to the organization of dissemination of workshop.
Responsibility 5: Capacity building of partners or staff to improve service delivery mechanisms
Aim: Ensure capacity building plan are established and run on a timely manner
Tasks:
- In close collaboration with the TA Inclusion and under the supervision of the Project Manager, contribute to the development capacity assessment tools and lead their implementation.
- Based on capacity assessment’s result, contribute to the development of adapted capacity building plan.
- With support from TA Inclusion, identify technical resources required for the implementation of the plan and support their mobilization in close coordination with the Project Manager and Support Services’ team.
- Under the technical support from TA inclusion, contribute to the development of training plan , training materials, and deliver training in the areas of expertise and organize all capacity bulding sessions planned under the project.
- Set up coaching and mentoring mechanism and accompany its enforcement.
- Monitor the evolution of professional practices in the field of expertise and document changes.
- Produce training and coaching reports and coordinate feedbacks for staff’s continuous strengthening and for organisation’s development.
Responsibility 6: Reporting
Tasks:
- Quality check, consolidation and diffusion of the reporting/request tools.
- Send minutes from all the meetings and discussions internally within the project’s team, with project partners, and external actors.
- Send any other report upon line management’s request.
- Report any constraints or problems faced with the team before taking any action.
- Provide a monthly Reports to the Operations Coordinator and organize quarterly project review meetings, in collaboration with relevant Support Services and team of the project.
- Facilitate regular reporting of their team to the Coordination and Technical Unit (Minutes of meeting…etc.).
- Participate to intermediate and final project reporting.
- Provide the PM with a mission report and/or handover document at the end of the assignment.
Responsibility 7: Partnerships
Tasks:
- Support the PM in the partnership follow-up : quality of service provision, indicators, financial follow up, respect of HI’s SOPs.
- Contribute to define with the partners a work plan with objectives to be achieved and provide the needed tools.
- Contribute to ensure a proactive presence in the planning with the partner and during the activities.
- Contribute to ensure the compilation and recording of all activities and impact measurement.
- Contribute to produce and disseminate specific data analysis.
- Contribute to produce final report at the end of the contract.
Confidentiality is required in all these responsibilities.
Note that this job description must remain flexible; to respond to additional tasks or changes as identified by the line manager.
EDUCATION AND EXPERIENCE:
- University degree in Social Work, Psychotherapy, and / or any other field related to the inclusion.
- Minimum 3 years’ experience in the field of disability rights.
- Fluent in Arabic and in Englsih (writing and speaking).
- Previous experience with NGO is mandatory.
- Information Management Skills.
- Skills and proven experience in developing training and providing coaching for capacity building.
- Ability to develop information material.
- Analytical Skills.
- Ability to work with partners and civil society organizations.
- Knowledge of referrals mechanisms.
- Ability to respect dealines and to work under pressure.
- Very positive personality, with strong orientation towards solution.

Basic salary range for the position : The Project Officer - Inclusion is going to be paid according to the experience and to HI salary Grid.
Basic Salary range between USD 1560 – USD 1800
