MISSION CONTEXT
Context of the position:
The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
Objectives:
Under the responsibility of the Area Coordinator, the Project Support Officer (PSO) will be the main contact focal point for a portfolio of partners, following up on their project implementation, reviewing reporting and providing support to partners at all stages of the project cycle.
According to the position, the PSO must keep all the data confidential, and share it only with the designated persons.

MAIN TASKS
1. Act as a Partner Foal Point
- Maintain the day-to-day communication with partners’ management team and stay in regular contact with partners’ field teams;
- Act as a focal point for partners’ management team questions and queries and facilitate the flow of information between partners and HI team (operational / support);
- Develop an in-depth knowledge of the partners’ organization, including their profile, geographic reach and capacities;
- Develop an in-depth knowledge of the partners’ main areas of operation and keep up-to-date on security developments;
- Feed partner-specific information into the partner mapping by keeping up-to-date on partners’ project ideas and priorities;
- Report any security incidents involving partners;
2. Follow up on partners’ projects
- Liaise with Coordination Team / Senior Project Officer for the preparation and amendment of Partnership Agreements (PFA/PTOR), including all relevant annexes, for partners’ projects;
- Extract relevant information from partners’ proposals and reports to feed into output trackers, situation reports, donor reports and proposals, while respecting the confidentiality of sensitive information;
- In coordination with the M&E officer, check partners’ reporting and triangulate project documentation to monitor project progress;
- Keep track of all deliverables due from partners and make sure that they are received in time to keep in line with the project implementation plan;
- Support the program team with archiving of all deliverables due from the partners in line with the compliance requirements
- Make sure that the terms of the partnership laid down in the annexes to the MOU and SOPs are complied with;
- Act as focal point for the filing of all tools related to Partners’ follow-up and assessment (Pilot Phase, Compliance…), ensuring the consolidation of all inputs from Operational & Support services teams;
- Relay all requests coming from Coordination Team / Senior Project Officer;
3. Provide Capacity Support to Partners
- Assist with partner capacity assessments and contribute to the drafting of the capacity building plan;
- Prepare project-specific reporting templates and tools for partners;
- With guidance from the Area Coordinator, provide support to partners with assessments, budgeting, objective-setting, and planning of activities;
- Provide guidance and coaching to partners throughout project implementation;
- Conduct kick-off meeting and close-out meetings per project to communicate grant-specific information and main requirements to partners;
- Liaise between partners and technical advisors/external consultants;
- Contribute to the preparation of partner trainingseate GIS maps upon request by the Emeregcny program manager and/or HI’s partnes members
4. Support to the Area Coordinator
- Support the Area Coordinator and the team in keeping up-to-date with the context developments in the respective areas of HI operations;
- Assist with the initial assessment of potential new partners;
- Assist with feasibility assessment for new projects;
- Support the Area Coordinator in the design of strategic or programming workshops with Partners;
- Represent HI in external coordination/workshops meetings when required;
- Participate actively in internal meetings and workshops;
- Prepare and update Action Plan / Reporting on a monthly basis;
- Provide additional support to the Area Coordinator upon request;
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
REQUIREMENTS
Profile required:
- At least Bachelor Degree;
- At least 2 years of practical experience with the implementation of NGO-funded projects, experience in partnerships with local organizations, preferably in the Syrian context;
Professional and Personal skills:
- Strong capacity to build partnerships and to work with local partner organizations;
- Solid knowledge of project management cycle and related tools;
- Ability to analyze, compile and process information received in both English and Arabic;
- Sensitivity to the needs and priorities of crisis-affected populations;
- Strong knowledge of the Syrian context in terms of geography, humanitarian access and needs;
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect;
- Ability to take on a role as a coach or mentor and to pass on information effectively;
- Understanding of confidentiality issues and ability to handle confidential information;
- Able to cope with an important workload

Computer Skills:
- Very good computer skills (Microsoft Pack Office mandatory: Excel, Word and Outlook)
Language:
- English mandatory (oral and written)
- Arabic is a plus
JOB CONDITIONS
- Remuneration: according to HI salary grid
- Starting date: 15 February 2018
- Duration/ Type of contract: 6 months renewable based on a project timeline
- Others: Transportation allowance, Health insurance
