HI’s Middle East Regional Programme (MASHRIQ) coordinates missions in 5 different countries (Syria, Egypt, Jordan, Lebanon, Iraq). The programme is covering the full mandate of HI – emergency, mine action and development with a strong focus on continuum and resilience. The program has a total volume expected for 2026 of 12M Euros with 250 staffs.  The region is dealing with various types of contexts, from acute emergencies to development.   There are 4 main sectors of intervention: physical and functional rehabilitation, health (MHPSS, SRHR), resilience & inclusion (inclusive education, economic inclusion and basic needs, DRR, inclusive humanitarian action and inclusive governance), armed violence reduction. Projects are implemented through local partners and local service providers as well as through direct implementation. 

 

The Regional MEAL Manager leads the Monitoring, Evaluation, Accountability and Learning (MEAL) and Information Management (IM) functions across the assigned geographical portfolio, providing direct line management to country-level MEAL Managers, Senior MEAL Officers, IM Officers, and the Regional IM Specialist. The role is responsible for ensuring the effective deployment, adaptation, and compliance with HI’s MEAL and IM standards across diverse operational contexts.

 

Beyond standard oversight, the position requires navigating constrained and evolving programmatic environments, including reduced staffing structures, fluctuating funding pipelines, and varying levels of MEAL and IM capacity across countries and partners. The Regional MEAL Manager plays a critical role in maintaining quality and coherence of programmes under these conditions, ensuring that systems remain functional, proportionate, and responsive despite limited resources.

 

The role entails providing technical leadership and hands-on support across both humanitarian and development settings in Jordan, Egypt, Lebanon, and Syria (with potential expansion to Palestine from December 2026). These contexts present differing levels of operational access, coordination structures, partner capacity, and data availability, requiring tailored approaches to MEAL system design, implementation, and quality assurance.

 

In addition, the Regional MEAL Manager is expected to manage competing priorities, including support to service-contract-based projects with strict deliverables and timelines, strengthening partner MEAL systems where institutional capacity may be limited, and ensuring continuity of MEAL and IM functions during periods of staff turnover or absence. The role also requires proactive engagement with technical teams, coordination platforms, and operation management to ensure clarity of expectations, alignment of deliverables, and integration of learning into programme adaptation.

 

Strong emphasis is placed on fostering a culture of accountability and learning, while balancing operational demands, mitigating risks related to data quality and reporting, and supporting teams under high workload conditions. The position requires a high degree of adaptability, structured prioritisation, and the ability to operate effectively with limited guidance in rapidly changing environments..

 

OBJECTIVE OF THE POSITION:

The Regional MEAL manager is responsible for the MEAL and information management (IM) teams working in his or her geographical area of responsibility and is the direct line-manager of all the MEAL and IM teams working in countries in his or her geographical area. He or she is in charge of deploying HI's MEAL and IM standards on his or her programme and ensuring their application.  

The overall coherency of the projects and their quality control is ensured by the MEAL department and the Technical Unit.

Internally: Regional and countries team as well as Headquarter 3I division

Externally: local and international actors, Partners organization

Responsibilities

Responsibility 1: Strategy & steering

  • Defines the MEAL part of the Operational Strategy, pilots the related action plan and the strategy monitoring tool:
  • Helps with the development of operational strategy (StratOp) in line with HI strategy, StraTechs and Development plans (notably 3I and Emergency), including the development of the StratOp monitoring tool; 
  • Defines and oversees the programme's MEAL action plan;  
  • Drives the performance of his or her service. 
  • Leads the assessment of local partners' MEAL/IM capacities and the resulting capacity building plans 
  • Contributes to the global MEAL/IM governance group, providing structuring inputs into MEAL/IM profession steering

Responsibility 2: Standards & expertise

  • Designs the program's MEAL and IM systems and monitors their implementation and quality :
  • Is responsible for defining systems for monitoring, data collection, information management, evaluation,  accountability to populations, learning and knowledge management that are adapted to the context of intervention and ensure compliance with HI standards; 
  • Ensures that the systems put in place on the various projects are consistent with each other and with HI's frameworks and standards and enable the consolidation of information for use in the programme's global management. .

Responsibility 3: Operational implementation

Contributes towards improving HI's response within his/her geographical scope:

  • Is responsible for the implementation of tools for measuring outcomes and impact that facilitate decision-making, learning and accountability;  
  • Is responsible for putting in place a system for ensuring accountability towards populations; 
  • Contributes towards the articulation and application of HI's institutional policies and crosscutting approaches; 

Contributes towards defining and improving the quality of projects in line with HI's global frameworks and technical standards: 

  • Provides technical support to the technical specialists in establishing quality indicators, monitoring methods and data collection tools;  
  • Contributes to the design and drafting of project proposals; 
  • Is responsible for ensuring that regular project evaluations take place.   

Contributes towards improving the quality of project management, as defined in HI's Project Quality policy (PQP): 

  • Provides technical support to the project and partners teams for the implementation of monitoring, evaluation and accountability tools and methods;  
  • Provides technical support to operations managers, country managers and project managers for the application of PQP policy and verifies its application.   

Contributes towards the ownership of learning frameworks and methodologies by the programmes and by HI in general: 

  • Is responsible, for implementing processes and methods for collecting, analysing, modelling and ownership of the knowledge produced;  
  • Proposes an analysis of the information collected and the knowledge produced to strengthen collective learning;  
  • Ensures the continuous improvement of learning frameworks and methodologies; 
  • Ensures access to relevant internal and external information for all staff. 

Ensures the external representation and promotion of HI's expertise in his/ her field:

  • Represents HI's MEAL and IM expertise in all relevant regional networks; 
  • Contributes towards advocacy on specific subjects (notably through the consolidation of evidence-based factors) in line with the StratOp and federal advocacy priorities; 

Contributes locally to communication messages in line with the StratOp and federal communication priorities.  

Responsibility 4: Emergency preparedness and response

Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI's quick and efficient response. 

 

The position requires travel and movement within HI operating countries within the program

With an estimation 10% of time for deployment outside country of assignment.

THE SUCCESSFUL CANDIDATE should have:

  • Bachelor or masters’ degree in relevant field
  • Certification in MEAL DPro or equivalent
  • Minimum 10 years’ experience in the field of humanitarian aid and development project coordination, including at least 5 years in MEAL-related jobs.

The salary is paid according to salary Grid in the country of assignment.

Initial salary of 2945 JOD in Jordan

Initial Salary of USD 3807$ in Lebanon
