Senior Compliance Officer

Position’s mission:

Following the Syrian crisis in the last years and according to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

 

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

               

The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

 

Under the line management of the program Country Director, the Senior Compliance Officer can be based  in Amman or Beirut, in close link with the 3 hubs.

 

Reports to: Programme Director

Missions / Responsibilities:

 

  1. Strategy 
  • Defines and oversees the compliance action plans within his/her geographical scope.
  • Contribute to the development of operational strategy (StratOp) in line with HI strategy, StaTechs and Development plans including development of the StratOp monitoring tool;

2.1. Contributes towards improving HI’s response within his/her geographical scope

Internal audits & spot checks:

  • Is responsible for the implementation of internal audits (random check) in compliance with HI standards;
  • Evaluate the adequacy of internal controls, policies and procedures through spot-checks, reviews and field-visits; provide recommendations for improvements
  • Verifies coherency between the systems in place on the different projects and with HI’s frameworks and standards and ensures that these systems are in line with donors’ requirements
  • Contribute towards new policies and procedures, as well as improving current systems; support their implementation through trainings

 

External audits:

  • Contribute to preparation for audits and follow-up support on the timely implementation of audit findings and action plans
  • Ensure the fulfilment donors procedures.
  • Lead up all internal and external audits planned for the program, linking with HQ

 

2.2. Contributes towards defining and improving the compliance of HI projects in line with HI’s global frameworks and technical standards

Program & policies compliances:

  • Conduct trainings on the Anti-Fraud, Bribery and Corruption Policy: Provide professional trainings and/or induction to all staff whenever required and assess the mission and field hubs capacity of different departments and with country and field office teams prepare, organize and supervise the plan of trainings for HI personnel in Anti-fraud, bribery, and corruption policy ensuring that all HI staff in the mission receives the trainings.
  • Provide technical support to all staff and advise on best practices, lessons learned and compliance management
  • Instill a strong culture of compliance
  • Provide oversight across all office functions (support services and programs) to monitor compliance with internal HI policies and procedures, local laws and donor regulations
  • Serve as a trusted strategic partner to the mission and hub management by providing advice, guidance on risk management through risk mitigation strategies/tools to minimize threats to the achievement of organizational objectives.
  • Evaluate and report against adherence to existing the humanitarian accountability standards, Child protection, Gender policy, Protection of beneficiaries from sexual exploitation and abuse, , Inclusive measures, minimum standards, security, compliance, audit findings, logistics, HR and procurement policies, guidelines/manuals and established procedures of the country teams, identify gaps and suggest corrective actions.
  • Depending on the cases, support the internal investigation following HI Syria complaint mechanism, investigate possible fraud or fraudulent cases and provide feedbacks, in link with the HQ; analyze evidence and draft investigation reports.
  • Other tasks as assigned by the line manager

 

2.3. Contributes towards the ownership of learning frameworks and methodologies by the program and by HI in general

  • Provide oversight and internal training over programs compliance functions in order to ensure that compliance support is rendered in accordance with the HI policies & procedures, local laws & regulation and donors’ regulations.
  • Provide guidance for the implementation of audits regarding purchases and/expenses realized by HI, though the elaboration / provision of methodology, tools.
  • Provide oversight and guidance to the different mission stakeholders about compliance, to ensure that mission and management teams are kept abreast of the adequacy of internal controls to mitigate risk, particularly significant/high risks, to the organization.

 

  1. Influence
  • Ensures the external representation and promotion of HI’s expertise: Represents HI compliance and audit competencies in relevant regional networks;

Qualifications:

 

Education:

  • Essential: Bachelor Degree         

 

Experience:

  • Essential: Minimum 4 years of experience working in audit/compliance related function
  • Essential: previous experience in INGO
  • Desirable: Previous experience with HI will be an asset

 

Language:

  • Essential: English and Arabic mandatory (oral and written)

 

Other:

  • Ability to travel to most offices of the program on ad hoc basis.
  • Systemic mind-set, attention to detail and capability of structuring a large amount of information in an easy and accessible way
  • Strong planning, organizational and interpersonal skills
  • Excellent analytical, presentation and reporting skills
  • Ability to work independently on own initiative

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.

Basic Salary: Starting 2250 USD
