MISSION CONTEXT
Context of the position:
The actual intervention context is characterized by remote management modalities of intervention, through Partners. Bring constant support and guidance to the teams and maintain technical quality in the frame of HI integrated approach is the main challenge to take up.
Objectives:
Under the line management of the Projects Manager, the senior inclusion officer (SIO) will ensure the smooth implementation of inclusion activities focused on livelihoods and health. As such, the SIO needs to set-up efficient relationships, ensure good coordination and develop adequate communication and monitoring mechanisms, not only within HI teams but management staff of implementing partners.
Related to Inclusive health:
Inclusive health requires deliberate action and systemic change to reduce barriers, tailor approaches, and promote participation to ensure that high-risk groups, regardless of identity or circumstance, have meaningful access to essential health services.
HI’s inclusive health strategy aims to promote the participation and access to essential services of the most vulnerable persons by:
1) Supporting humanitarian actors/services providers to mainstream inclusion in their responses
2) Ensuring HI’s person-centered approaches are inclusive of the most vulnerable people
The inclusive health mainstreaming strategy will consist of the following elements:
Analysis: Contextual factors/situations of exclusion/vulnerability factors/barriers to access
Awareness raising: Sensitization of staff and community stakeholders
Training: Sector-specific technical training to humanitarian agencies/service providers
Advocacy: Engage decision-makers to prioritize inclusion
Coaching: Ongoing technical support to organizations to develop and implement inclusive response
The SIO will support the implementation of the inclusion strategy on the collection and analysis of data, conducting awareness and training sessions, participating in coordination mechanisms, and supporting the activities of the IHO with the management and implementation of the bilateral support to actors on inclusion mainstreaming.
Related to Inclusive livelihoods:
The SIO will support 3-4 staff of partner organizations implementing inclusive livelihood activities considering the needs of persons with disabilities and older persons.
According to the position, the SIO must keep all the data confidential, and share it only with the designated persons.

MAIN TASKS
1. Support to management of inlcusive livelihood and health activities
Train, monitor and support Inclusive Health/Liveilhoods teams of partners to ensure timely and quality project implementation to meet inclusion targets;
Lead on assessment of barriers and facilitators, for access of health and livelihood services, for the most vulnerable persons at risk of exclusion;
Coordinate regularly within hub to identify training needs (HI staff and partners), problem-solving recurrent issues and keep information flowing, and update the project manager/coordinator regularly;
Ensure referral mechanisms within HI projects (PSS, Rehab, Health and Safety, livelihoods) are followed for;
Support Inclusive Health/Livelihood teams by answering questions/addressing training needs of partners and having regular skypes/meetings by remote support;
Monitor the overall implementation of the action plans of partner;
Fill M&E tools, summarize and report to Projects Manager. Put forward ideas and recommendations for improvements;
Participate in project launch plan, midterm and final evaluations;
2. Human Resources Management
Manage staff recruitment, in consultation with Projects Manager and support partners in recruitment of inclusive health and inclusive livelihood teams;
Management or functional link with staff;
Prepare induction process for new staff and ensure appropriate training/support is provided;
Conduct staff evaluation and address HR issues that arise;
3. Capitalisation
Archive and share all necessary tools and documents adapted to with IC;
Ensure regular collection of stories/data on lessons learned on inclusive health/inclusive livelihoods to ILM/IC;
4. Reporting and Representation
Contribute to the monthly "Situation Report" and to project reports as needed;
Represent HI in coordination mechanisms in Beirut as needed;
Communicate with middle management of consortium partners – avoid duplication/gaps in communication;
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
REQUIREMENTS
Education and experience:
Bachelor’s Degree in Health/Social Sciences (Occupational therapy, physical therapy, social work, humanitarian action, or other relevant field
Project implementation skills – minimum 1 year experience implementing humanitarian projects at officer level
Staff management and support experience
Computer Skills:
Good knowledge in Microsoft office, especially Microsoft Excel and power point
Professional & Personal skills:
Strong organizational skills
Knowledge of qualitative and quantitative research and analysis methods
Ability to do barrier analysis and problem-solve regularly
Ability to manage stress, multi-task and take decisions
Excellent writing and communication skills
Diplomacy and interpersonal skills
Autonomous and ablilty to prioritize
Able to work in intercultural environment
Language:
Mandatory English and Arabic (oral and Written)
French would be an asset
Desirable:
Experience in one or more of the following: health, food security, income generation, resilience building and recovery
Adult education and training of trainers experience
Understanding of regional context
Person with a disability or who has close family member with a disability
Experience working in consortium
Experience working in remote management
Previous experience with Handicap International or other international NGO

Remuneration: according to HI salary grid

Duration/ Type of contract: based on a timeline project
Travel: This is a mobile position. You should expect to spend 10-20% of your working time travelling to relevant locations in the Middle East.
