Technical Advisor

Objectives of the position within a 22 months period: Under the line management of the Project Manger, guide and supervise the technical component of the project and further technical development of HI response in the Project “Strengthening the role of the disability movement in promoting the rights of marginalized Persons with disabilities in Lebanon »; and participate in the design of new projects within HI Lebanon mission in the field of disability movement empowerment Direct Line management: Project Manager Technical referent: Knowledge and Technical Resources Unit, HI- Middle East. Knowledge and Technical Resources Unit, HI Head Quarter JOB CHARACTERISTICS / REQUIREMENTS: Ability to work under pressure in an unstable and changing environment, Flexibility, ability to take initiatives and make decision Ability to work in a team / Group leadership Good Organizational skills/ Proactive High Level Written and verbal skills Good skills in organization, co-ordination and the transfer of knowledge are essential. The person must be able to work independently and without constant supervision. Good skills in mobilisation of civil society organisations and persons Excellent communication skills are essential to ensure cohesion with other projects and partner staff. Diplomacy and good negotiating skills are primordial Good understanding of Disability Rights issues and advocacy Good knowledge and understanding of the situation of the Palestinian refugees in Lebanon Good knowledge of the history of the disability movement in Lebanon Capacity to formalize tools and procedures Motivation for Rights Based Approach Training capacities EXPERIENCE: At least 5 years of experience in the disability issues and civil society advocacy initiatives PERSONAL SKILLS: Open-minded to humanitarian project constraints Team player Ability to work constructively in partnerships Excellent organisational skills; Ability to live and work in a difficult security context and in conditions of limited comfort and willingness to accept security protocols is essential Ability to work under pressure in an unstable and changing environment. RESPONSIBILITY 1: TECHNICAL SUPPORT TO THE PROJECT Tasks: Provide support in the definition and implementation of the project Assume an advisory function and assist the project manager for the monitoring and evaluation of project implementation. Implement the technical part and plan regular field visits to monitor and oversee the technical component and trainings linked with. Accompany the analysis of any recommendations resulting from evaluations made and their implementation. Be the programme’s key contact person in the field of expertise for internal and external contacts and partners. Identify locally available external skills and expertise that could contribute to the quality of the projects. Follow up the quality of the activities and support the Partners’s technical team: Identify DPOs among local associations and the community development centers to be targeted in the project To support partners in the needs assessments related to capacity building of the target groups Validate the technical content and supervise the implementation of the training in coordination with Project Manager and implementing partners. Prepare needs assessments related to capacity building Conduct in-services, trainings in designated areas of responsibility Report on a regular basis to the Project Manager/ HoM RESPONSIBILITY 2: CAPITALIZATION WORKS AND ASSESSMENTS Tasks: Evaluate regularly the technical components of activities implemented through partners and by HI. Participate in needs assessments, impact evaluations and studies in order to determine the effectiveness of HI response Participate in the construction of a monitoring system and relevant indicators along with other team members. Keep records and data required for the project Attend conferences and professional meetings. Carry out or steer capitalization work on experience acquired from the projects and/or in the field of her expertise if needed. Participate in drawing up pluri-annual strategies and/or the annual implementation plans of the projects she works on. Assist in HI current project with a view to establish in the mid-term a sustainable autonomy of the activities
