Technical Advisor - MEAL

OBJECTIVE OF THE POSITION:
Under the supervision of the Operations Coordinator, Monitoring Evaluation Accountability and Learning Advisor will assist the project’s implementation teams in being accountable to donors by supporting the implementation of the M&E strategy for each project/specific technical sector results frameworks, project monitoring plans, and common outcome indicators.
REPONSIBILITIES:
Responsibility 1: Supports the Monitoring & Evaluation plan per project base on HI PME Policy
- Participate in defining methodologies for major baseline, and needs assessment studies for each project;
- Keep track of all projects monitoring and evaluation process according to HI Quality Policy framework
- Ensure quality, accuracy and confidentiality of data and the serious follow up of available guidelines.
- Ensure a good communication with operational teams on preparation of activities, implementation, results and aims of M&E department.
- Monitor accuracy of data collected, ensuring regular updates and solving eventual discrepancies;
Responsibility 2: Provides grant proposals and reports with accurate and qualitative data
- Support in the development of proposals and reports by collecting and analyzing quality and accurate data and by keeping an organized archive system for M&E related activities;
- Participate in the preparation of results frameworks, performance monitoring and evaluation plans for new projects including the harmonization/standardization of indicators, data collection methodologies, time lines and measurement tools;
- Ensure the flexibility and adaptability of the monitoring process and tools to integrate amendments to the projects currently being implemented as well as any future project in close collaboration with the operations coordinator
- Send weekly reports on the M&E team activities to Operation Coordinator
- Produce timely M&E reports including narrative, statistics, data analysis and proper recommendations according to the M&E work plan reporting schedule.
- Contribute to other necessary reports upon request from line manager
Responsibility 3: Information Management System
- Identify the needed information system for the mission in collaboration with the Project team ;
- Develop and/or lead developers in building solutions;
- Identify weaknesses, gaps and opportunities for improvement, through continuous analysis of the developed information systems and interactions with end-users;
- Manage any IT projects, planning activities and tasks accordingly, and ensuring the technical supervision of the (internal or external) IT resources involved ;
- Establish priorities and key deliverables with internal stakeholders according to their needs and generating a plan to include design, development, test, timeframe and deployment methodologies;
- Troubleshoot, research, and resolution of system issues, and providing friendly end-user support ;
- Draft and oversee the implantation of the Information Management Policy (network, hardware, software, electronic files standards);
Responsibility 4: Accountability and Learning
- Contribute to safeguarding mechanisms especially regarding beneficiary complaint mechanism protocol, building on the existing processes and through introduction of new SOPs;
- Organize its presentation to the teams, and contribute to its implementation;
- Capitalize the lessons learned and ensuring that these are fed into the program and strategy development.
Responsibility 5: Capitalization/Institutional Knowledge Building
- Organize training sessions on M&E-related topics
- Organize regular lessons learnt sessions with the implementation teams by presenting the results of evaluations and formulating recommendations/lessons learned
Responsibility 6: Team management
- Help in the recruitment of future MEAL new members when needed, and to propose any relevant adjustments for the set-up of the M&E team to the line manager;
- Train the M&E team and to be proactive regarding internal or external training needs;
- Follow up the M&E team according to the HR policy missions’ Standards (daily management, performance evaluation, leaves management, Individual Action Plan, etc.);
- Contribute to good communication, coordination and information level of each member of the team
Responsibility 7: Organization & Follow up
- Organize, schedule, coordinate and plan the weekly planning of activities, including logistic and administrative needs, of the monitoring team
- Ensure proper coordination and liaison with the programs departments;
- Participate regularly in M&E field visits in order to monitor the data collection and the methodology, used by the M&E Assistants.
THE SUCCESSFUL CANDIDATE will have:
- University degree in social science or any other relevant field
- 4 years’ experience working for an NGO in an implementation team including a minimum of 1 year experience in humanitarian project Monitoring evaluation
- Fluent in Arabic and English (speaking/reading/writing)
- Driving license: mandatory
- Computer skills: Very good knowledge of the MS office software (including Word, Excel, Outlook)
- Excellent knowledge of data collection software
- Very good analytical and writing skills
- High understanding of project cycle management
- Good management capacities and team leadership spirit

Initial contract will be for a period of 18 months and the position is based in Beirut with frequent travel inside Lebanon

Basic salary range for the position : From 1930 USD to 2300 USD based on experience
