OBJECTIVE OF THE POSITION:

Under the supervision of the Operations Coordinator, the TA MHPSS role is to provide technical support at all mission levels and to guarantee the quality of HI MHPSS activities in line with HI approach.

 

Responsibility 1: To participate actively in the design and implementation of the MHPSS strategy of intervention

Activities:

  • Formalize the MHPSS strategy for the mission in accordance to HI’s mandate, within the program mechanism;
  • Provide technical support in order to guarantee harmonized protocols and activities in the different areas of intervention of the program;
  • Identifying potential opportunities for activities development/evolution;
  • Contribute to the strategy writing with the line manager;
  • Participate to needs assessment and appropriate response sizing;
  • Participate to external technical coordination meeting (working Groups)
  • Regional role: Carry out and/or support exploratory missions in other countries of MEReP program in his/her field of expertise
  • Ensure all HI staff understand the MHPSS strategy and are able to implement and promote it through proposing internal information or awareness sessions, training, tools, etc. depending on the needs at each level

 

Responsibility 2: Develop the technical competencies of HI projects and its partners across the mission in the areas of professional competency

Activities:

  • Define global training plan and training package regarding technical framework of his/her competency
  • Provide training and coaching
  • Train the team to deliver the training package;
  • Provide training and coaching on the use of local tools when necessary
  • Identify locally available external skills and expertise that could contribute to the quality of future intervention in the domain of disability inclusion and mental health in the country and in the region;
  • Regional role: in collaboration with RTU, provide training to other MEReP’s projects staff on specific skills of his/her competency

 

 

Responsibility 3: To provide close technical support to HI and project partners teams

Activities:

  • Coordination with operational teams for the preparation and implementation of training of HI and project partners’staff on MHPSS technical aspects
  • In close collaboration with project team , guaranteeing MHPSS field intervention quality through hands-on training, support and case discussion with HI staff and HI project partners;
  • Advising coordinators and managers on PSS strategies;
  • Designing and providing tools, information leaflets, assessment forms, trainings (in collaboration with the HQ MHPSS Technical Advisor);
  • Advising and suggesting MHPSS related evolutions/initiatives in HI activities.
  • Supporting project partners teams to address mental health needs of persons with mental health problems

 

Responsibility 4: Produce regular reports on activities and documents to ensure the monitoring of the project

Activities:

  • Provide regular activity reports to your line manager and to the HQ technical focal point, as well as specific information or inputs upon request of line Manager (external reporting, workshops);
  • Participate to the regular reports by providing relevant data and qualitative information related to your position, & provide a technical report on a monthly basis to your line manager, HQ Technical Advisor / MHPSS focal point;
  • In close collaboration with the Base managers and TU formalize all training/workshop documents;
  • Participate in the analysis of Monitoring and Evaluation data.

 

Responsibility 5: Representation

Activities:

  • Upon request by line manager and in collaboration with potential other HI teams in the country, represent Handicap International’s on issues related to MHPSS in the projects areas with any relevant stakeholders, local, national and international partners; local and provincial authorities in order to facilitate the implementation of projects activities;
  • Ensure ad hoc additional representation with other stakeholders, such as, working groups meetings

 

Responsibility 6: Ensure that the experience of the programme contributes to MEReP knowledge base and professional know-how in the areas of professional competency

Activities:

  • Lead the good practices / lessons learnt identification, analysis and documentation
  • Support the dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) involved into similar field of expertise
  • in collaboration with RTU, contribute to MEReP’s knowledge management in the areas of professional competency
  • Coordinate with RTU and HQ domain to share MEReP learning and gain from other programmes knowledge and experience

 

Responsibility 7: Contribute to the implementation and respect of HI safeguarding policy

Activities:

  • Respect and contribute to promote HI’s Policies and report to  line manager any no respect of HI’s policies amongst the teams or partners
  • Insure the respect of beneficiary confidentiality
  • Report any incident or act that causes any harm to beneficiary or to others
  • Address needs and requests in a professional way;

 

THE SUCCESSFUL CANDIDATE will have:

 

  • Coordination and management skills
  • Ability to work in a multidisciplinary team
  • Excellent communication, problem solving, interpersonal and conflict resolution skills
  • Cultural sensitivity
  • Ability to adhere to ethical considerations and principles with regard to work with vulnerable populations
  • Computer skills: Basic Microsoft office and Internet use and basic knowledge of SPSS
  • Ability to travel in the country and in the region

 

EDUCATION AND EXPERIENCE:

 

  • MA in Clinical Psychology or MD Psychiatry, both with a clinical license/diploma to provide psychotherapy or psychiatry
  • 3-5 years as a psychotherapist or psychiatrist and at least 2 years of supervision.  A letter of completion of the clinical supervision from the clinical supervisor is preferred.
  • Minimum of 4 years practical experience in working with vulnerable group with NGO
  • Experience working with Persons with Disabilities.
  • Trained on and able to provide supervision on evidence-based psychotherapies and on mental health approaches in emergencies (IASC guidelines, Psychological First Aid, mhGAP, crisis management protocols…)
  • Ability to provide technical input into the design, implementation and evaluation of MHPSS programmes.
  • Skilled or willing to build capacity and knowledge in:
  • Developing family-centered, goal and strength focused, recovery oriented care plan
  • Bio psychosocial model in mental health
  • Community-based approach in mental health

Initial contract will be for a period of 18 months and the position is based in Beirut with frequent travel inside Lebanon

Basic salary range for the position : From 1930 USD to 2300 USD based on experience
