Technical Officer – Special Educator

OBJECTIVE OF THE POSITION:
Under the supervision of the Inclusive Education project Manager, the Technical Offier accompanies HI partners in improving the level of disability inclusion within the Inclusive education project.
REPONSIBILITIES:
Responsibility 1: Capacity building of partners or staff to improve service delivery mechanisms
Aim: Ensure capacity building plan are established and run on a timely manner
Benchmarks: Capacity assessment implemented and report produced, capacity building plan produced for each service, information and training packages for HI partners and rolled out in due time, implementation monitored, ability to identify and develop capacity building framework with national technical resources
Activities:
- In close collaboration with the TA Inclusion and under the supervision of the Project manager contribute to the development capacity assessment tools and lead their implementation.
- Based on capacity assessment result, contribute to the development of adapted capacity building plan
- With support from TA Inclusion, identify technical resources required for the implementation of the plan and support their mobilization in close coordination with the project manager and support service team,
- Under the technical support from TA inclusion, contribute to the development of training plan , training materials and deliver training in the areas of expertise and organize all capacity bulding sessions planned under the project,
- Set up coaching and mentoring mechanism and accompany its enforcement
- Monitor the evolution of professional practices in the field of expertise and document changes
- Produce training and coaching reports and coordinate feedbacks for srenghtening continuous staff and organisation development
Responsibility 2: Support to the development of appropriate methodologies in the field of expertise as well as the development and implementation of research/survey
Aim: under the TA inclusion lead and support, ensure that HI technical framework is followed and that all methodological framework and tools developed under the project are in line with HI standards of reference and progressively put in place and functional and regularly adjusted based on lessons learnt
Benchmarks: technical framework defined, all involved stakeholders trained on agreed technical framework, research framework
Activities:
- Under the supervision of the PM and in coodination with the TA inclusion, identify with the project team most appropriate modalities of intervention and related tool.
- In close coordination witht the team, contribute to the development of the tools identified, organize their test whenever appropriate and adjust them according to the results of the test.
- Provdide coaching support to the partners team during tools use including field coaching
- Based on monitoring outputs and teams feedback, adjust the tools.
- With MEAL TA & Inclusion TA support, contribute to the development of research/ survey terms of reference, protocole and related tools in close collaboration with the project team.
- Contribute with the team data collection as per the protocole defined, proceed with data analysis and the production of report
Responsibility 3: Monitoring, lessons learning and reporting
Aim: Contribute to project monitoring, lessons learning and reporting
Benchmarks: contribution to planning and reporting delivered in due time, number of case studies/success stories produced, active contribution during lessons learning and PQR, information delivery in due time and quality of the analysis
Activities:
- Contribute to the development of data collection tools for documenting indicators, collect data in relation with core tasks and measure the progress made.
- Support the Project Manager in analysing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention.
- Contribute to the identification of good practices under the project.
- Develop case studies and success stories to illustrate changes induced by the project and for communication use.
- Contribute to planning and produce activity reports.
- Contribute to the production of the donor report.
- Contribute to the preparation and implementation of project quarterly review.
- Participate to the organization of technical reviews and technical missions.
- Participate to professional network at national level in the field of expertise of the project.
Under the PM supervision and with technical input from TA inclusion, support the development of lessonslearning exercise, data collection and analysis and the production of dissemination document
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

EDUCATION AND EXPERIENCE:
- University degree as special educator
- Minimum 3 years’ experience in the field of disability right, or protection in emergency
- Skills and proven experience in developing training and providing coaching for capacity building
- Ability to develop information material
- Analytical skills
- Ability to work with partners, civil society organizations
- Knowledge of referrals mechanisms

Basic salary range for the position : Between 2.363.622 LBP – 2.605.893 LBP based on experience and according to HI salary Grid
