Short-term Consultancy – End of Project Evaluation

humedica e.V., a German humanitarian organization founded in 1979, is mandated to respond to medical and non-medical emergencies across the world. Since 2012, humedica has been continuously present in Lebanon and is currently funded by the Federal Ministry for Economic Cooperation and Development (BMZ).

In Lebanon, humedica supports a network of Primary Health Care Centers that provide services for both the host Lebanese communities and the Syrian refugees. The organization ensures access to key primary care and mental health and psychosocial support services through direct service provision by its specialized staff, along with services provided through its partner institutions.

Beyond primary care, humedica contributes to the strengthening of secondary health services through support in referrals, diagnostic capacity, and rehabilitation efforts that bridge the gap from primary to hospital-level care. It involves assistance in areas like diagnostic imaging, consultations with specialists, physiotherapy, and coordinated follow-up of cases for continuity of treatment and improvement in patient outcomes.

In addition, humedica carries out community-based outreach activities to strengthen the health resilience of vulnerable populations. The organization also operates an MMU charged with delivery of primary health care, health education, and essential medication to Syrian residents living in informal tented settlements across the Bekaa Valley, reaching communities with limited access to formal health structures. 

In support of our work and to improve our future engagement, humedica is looking for a Short-term Consultancy - End of Project Evaluation, Bekaa Valley–Zahle / Lebanon.

GENERAL OBJECTIVES:

This external evaluation serves to explore the overall progress attained through the abovementioned project activities funded by BMZ, while capturing key lessons learned during implementation. The evaluation also intends to underline gaps and opportunities, showing where improvements can be made so that future programming and strategic engagement are thereby strengthened.

Another objective is to assess the degree to which humedica has appropriately internalized and acted upon the insights and recommendations of the End-of-Project Evaluation carried out in 2022 for the previous BMZ-funded intervention. This will cover an assessment of how well those insights were integrated into planning, operational adjustments, organizational learning, and if they contributed to improved performance and impact during the current project cycle.

TIMEFRAME:

The evaluation was initially envisioned to begin at the end of February 2026 and span approximately 20 working days, including 10 days on-site in Lebanon. However, applicants are encouraged to propose a realistic and context-appropriate timeline that aligns with the scope of work, availability, and operational considerations.

QUALIFICATIONS:

  • Minimum 5 years of experience in conducting program/project evaluations in humanitarian contexts
  • Extensive knowledge and practical experience in humanitarian/development planning and implementation
  • Extensive research and analytical skills
  • Excellent written and oral communication
  • Facilitation and management skills
  • Knowledge of UN system in general
  • Knowledge of primary and secondary health care services, as well as MOPH regulations.
  • Fluency in English and Arabic language
  • Candidates should have prior experience working in the region and a solid understanding of its context.
