1. Purpose of the Assignment
The objective of this tender is to identify a qualified and experienced transportation service provider that can offer safe, efficient, and timely transportation solutions to support IDRAAC’s ongoing and upcoming activities.
2. Scope of Services
The selected service provider shall be responsible for offering the following services:
- Transportation of IDRAAC staff.
- Transportation of beneficiaries for awareness sessions or follow-up services.
- Occasional transport of printed materials, awareness kits, and other items.
- Stand-by vehicles for urgent field activities or events.
3. Expected Deliverables
- Availability of clean, air-conditioned, and well-maintained vehicles.
- Professional drivers with valid licenses and appropriate behavior.
- Timely pick-up and drop-off based on agreed schedules.
- Flexibility to provide service on weekdays and weekends as required.
4.Evaluation Criteria:
The selection will be based on the following evaluation criteria:
- Price: Evaluation of the total cost per route, or trip, driver, VAT, and any additional service charges. 50%
- Vehicle Specifications & Safety: Clean, air-conditioned, insured vehicles, with functional seat belts and safety equipment. 15%
- Flexibility and Availability: Supplier’s ability to provide transportation on-demand, during weekends, or for emergencies, and to adapt to last-minute schedule changes. 20%
- Driver Qualifications: Evaluation of drivers’ experience, professionalism, licenses, and familiarity with relevant routes. 5%
- Payment Terms: Evaluation of proposed payment method and compliance with IDRAAC’s payment procedures (via bank letter at the end of each month). 10%
5. Requirements for Service Provider
Interested transportation providers must:
- Be legally registered and licensed in Lebanon.
- Have at least 2 years of experience in providing similar services.
- Present a valid commercial registration, VAT certificate (if applicable), and vehicle insurance.
- Be able to provide a minimum of 3 vehicles, depending on demand.
- Be responsive to urgent and on-call requests.
6. Duration of the Contract
The initial contract duration will be 24 months, renewable based on performance, availability of funds, and ongoing needs.
Interested suppliers are requested to submit their quotations along with the following documents:
- Copy of Registration and VAT
- Vehicle fleet details
- Copy of insurance coverage
- Price list (attached list to be filled)
Quotation Submission
Companies are requested to submit their official quotations in hard copy, delivered in two separate sealed envelopes as follows:
- Envelope 1: Technical Offer
- Envelope 2: Financial Offer
Each envelope must be clearly labeled with the company’s name, the type of offer (Technical or Financial), and the reference: “IDRAAC/TRANSPORT-2025”.
