Background
IDRAAC developed the CBR (Community-Based Rehabilitation) Portal, a national online directory developed by that maps NGOs and service providers across Lebanon offering a wide range of services for older persons and people with disabilities. The platform improves the visibility of available services and facilitates coordination and referrals among organizations working across key areas of community-based rehabilitation
To support communication, dissemination, and stakeholder engagement, IDRAAC seeks to contract a professional animator to produce a high-quality promotional animated video introducing the CBR portal, explaining its purpose and features, and encouraging stakeholders to use and engage with the platform.
Objective
The objective of this assignment is to conceptualize, design, and produce a professional animated promotional video that:
- Introduces the CBR portal and its purpose
- Highlights its key features and functionalities
- Explains its value for NGOs, service providers, and communities
- Encourages registration, engagement, and active use
The video will be used for dissemination events, donor reporting, website publication, social media platforms, and stakeholder presentations.
Scope of Work
Under the supervision of the designated focal point at IDRAAC, the animator will be responsible for the following:
1. Concept Development
- Participate in a kickoff meeting with the IDRAAC team
- Review background materials related to the CBR portal
- Develop a creative concept and visual approach aligned with IDRAAC branding
- Propose a storyboard and animation style (e.g., 2D motion graphics, explainer-style animation, infographic animation, etc.)
2. Script and Storyboard
- Collaborate with IDRAAC to finalize the script (if not already developed)
- Prepare a detailed storyboard including scenes, visual transitions, and animation flow
- Integrate IDRAAC branding elements (logo, colors, typography, visual identity)
3. Animation and Production
- Design all visual assets (icons, illustrations, transitions, graphics)
- Animate the video in a clear, engaging, and professional style
- Integrate:
- Voice-over (if required; in Arabic and/or English as agreed)
- Background music
- Sound effects (if appropriate)
- On-screen text and subtitles (if required)
- Ensure clarity when demonstrating:
- Portal features and navigation
- Registration/use process
- Key benefits and impact
- Integrate the sign language interpretation video into the final animated product in a clear and accessible manner.
- The sign language video must be synchronized with the final voice-over and animation timing.
- The layout must ensure visibility and readability of the interpreter (e.g., appropriate screen placement and size without obstructing key visual content).
- The final product must comply with accessibility standards and ensure inclusivity for persons with hearing and vision disabilities.
4. Revisions and Finalization
- Submit the first draft of the animated video within two (2) working days from the official start date of the assignment
- Incorporate consolidated feedback from IDRAAC
- Submit a revised version within the agreed timeline
- Deliver the final approved version in high-resolution formats suitable for:
- Website upload
- Social media platforms
- Event presentation screens
Deliverables
The animator will be expected to deliver:
- One professionally produced animated promotional video
- Recommended duration: 1.5–3 minutes
- Clear and engaging storytelling
- Strong visual identity aligned with IDRAAC branding
- Professional audio quality
- Adapted versions for social media (if requested)
- 1–2 shorter versions (30–60 seconds)
- All source files
- Editable project files
- Graphics and animation assets
- Licensed music and audio files (with usage rights cleared)
Timeline
- Kickoff meeting: Upon contract signature
- Submission of storyboard: Within 1 working day from start date
- Submission of first animated draft: Within 2 working days from start date
- Final version: Within agreed timeline following feedback (to be determined during kickoff meeting)
Ownership and Usage Rights
All materials produced under this assignment will remain the exclusive property of IDRAAC.
IDRAAC retains full and unrestricted rights to use, reproduce, publish, and distribute the video and related materials for donor reporting, communication and visibility activities, website content, social media, publications, and promotional purposes.
Any use of the materials by the animator for portfolio or promotional purposes requires prior written approval from IDRAAC.
Duration of Assignment
The assignment begins upon contract signature and ends upon submission and approval of the final animated video and all associated files (Probably before the end of March).
Required Qualifications and Experience
Applicants should demonstrate:
- Proven experience in producing animated promotional or explainer videos
- Strong portfolio of motion graphics or 2D animation projects
- Experience working with NGOs, development projects, or multi-stakeholder initiatives is an asset
- Strong storytelling and visual communication skills
- Ability to work under tight deadlines
- Access to professional animation and editing software
