Sign Language Interpreter – Promotional Video for the Community-Based Rehabilitation (CBR) Portal

Background

IDRAAC developed the CBR (Community-Based Rehabilitation) Portal, a national online directory developed by that maps NGOs and service providers across Lebanon offering a wide range of services for older persons and people with disabilities. The platform improves the visibility of available services and facilitates coordination and referrals among organizations working across key areas of community-based rehabilitation.

To ensure accessibility and inclusivity of the promotional animated video introducing the CBR portal, IDRAAC seeks to contract a professional sign language interpreter to provide high-quality sign language interpretation that will be integrated into the final animated product.

Objective

The objective of this assignment is to provide professional sign language interpretation for the CBR portal promotional video to ensure accessibility for persons with hearing disabilities.

The interpreter will:

  • Translate the finalized script and voice-over content into clear and accurate sign language
  • Ensure that the interpretation is culturally appropriate and aligned with disability-inclusive communication standards
  • Contribute to producing an accessible promotional video compliant with accessibility principles

Scope of Work

Under the supervision of the designated focal point at IDRAAC and in coordination with the animator and production team, the sign language interpreter will be responsible for:

1. Preparation

  • Participate in a kickoff meeting
  • Review the finalized script and/or voice-over in Arabic and/or English
  • Clarify terminology related to mental health, disability, rehabilitation, and portal features
  • Prepare interpretation in the agreed sign language (e.g., Lebanese Sign Language)

2. Interpretation and Recording

  • Deliver professional on-camera sign language interpretation of the full video script
  • Ensure:
    • Accuracy and completeness of interpretation
    • Appropriate pacing aligned with the voice-over
    • Clear facial expressions and body language
    • Professional attire suitable for high-contrast and visual clarity
  • Coordinate timing to match animation flow and narration
  • Record interpretation in high resolution (as agreed with production team specifications), ensuring:
    • Green screen background
    • Proper lighting
    • Clear framing (upper body visibility)
    • High video quality suitable for integration into animated content

3. Coordination and Revisions

  • Coordinate with the animator to ensure proper synchronization of interpretation with animation and audio
  • Review integrated draft video and provide input if timing adjustments are needed
  • Participate in up to two (2) rounds of revisions, if required

 

Deliverables

The sign language interpreter will be expected to deliver:

  1. One complete high-resolution vertical video file of sign language interpretation covering the full promotional script
  2. Revised interpretation recording (if required following feedback)
  3. Consent for integration of the recorded interpretation into the final animated video

Timeline

  • Kickoff/Script sharing: Upon contract signature
  • Submission of recorded interpretation: Within 2 working days from receipt of finalized script and voice-over
  • Revisions (if needed): Within agreed timeline following feedback

The assignment ends upon approval of the final integrated video.

 

Ownership and Usage Rights

All materials produced under this assignment will remain the exclusive property of IDRAAC.

IDRAAC retains full and unrestricted rights to use, reproduce, publish, and distribute the final video including the sign language interpretation for donor reporting, communication and visibility activities, website content, social media, publications, and promotional purposes.

Any independent use of the recorded material by the interpreter requires prior written approval from IDRAAC.

Duration of Assignment

The assignment begins upon contract signature and ends upon submission and approval of the final recorded interpretation and its integration into the animated video. (Probably before the end of March 2026)

Required Qualifications and Experience

Applicants should demonstrate:

  • Certification or recognized qualification in sign language interpretation
  • Proven experience in professional on-camera interpretation
  • Experience working with disability-related, NGO, or development projects is an asset
  • Strong understanding of accessibility and inclusive communication principles
  • Ability to work under tight deadlines

Access to appropriate professional recording setup (or ability to coordinate studio recording if required)
