MEAL Officer

Imam Sadr Foundation seeks a MEAL Officer to develop and manage monitoring, evaluation, and accountability systems for its health programs. The ideal candidate will have experience in data analysis and will support field teams to enhance the quality and impact of health services.

Responsibility #1: MEAL procedures

In close collaboration with the HSS department, the MEAL Officer will develop a Monitoring & Evaluation (M&E) system for ongoing activities at the Primary Health Care Centers (PHCCs), as such:

  • Ensures that both project-based and non-project-based services are tracked effectively;
  • Develops M&E plans aligned with the logical frameworks that support partner-supported projects;
  • Develops independent M&E plans to monitor the ongoing services and targets;
  • Designs and maintains dashboards and data analysis tools to ensure up-to-date and accurate tracking of activities and results at the PHCCs and other healthcare units (community dispensary, school health, Medical Mobile Unit), whether as part of a project or as stand-alone services.

Responsibility #2: Monitoring

  • Ensures that field teams fully understand M&E tools;
  • Provides technical support to field teams for data collection & analysis and capacity-building;
  • Ensures dashboards are regularly updated with accurate data;
  • Supports data entry officers in the centers with technical assistance;
  • Generates and submits internal reports extracted from the Health Information Systems “Phenics”, in addition to external reports on platforms such as ActivityInfo;
  • Conducts field visits to monitor activities and services provided.

Responsibility #3: Evaluation

  • Develops tools and procedures to collect key informants and patients' feedback through both qualitative and quantitative assessments (e.g., questionnaires, Focus Group Discussions, interviews etc…) in collaboration with the head of centers and the health coordinators;
  • Develops tools and procedures to assess services’ quality, efficiency, safety, appropriateness, and sustainability;
  • Generates evaluation reports from qualitative and quantitative assessments;
  • Extracts, analyzes, and synthesizes data from Phenics and other sources – AI in healthcare - to inform program improvements and decision-making.

Responsibility #4: Accountability

 

  • Manages and monitors the complaints and feedback mechanism to ensure transparency and responsiveness to the concerns of patients and stakeholders;
  • Ensures that all stakeholders, including patients, are aware of their rights to provide constructive feedback and submit complaints;
  • Conducts regular reviews and analyzes feedback to identify challenges, and areas for improvement in service delivery;
  • Provides improvement recommendations on the proposed feedback.

Responsibility #5: Learned Lessons

  • Documents and shares lessons learned from both ongoing and completed projects, ensuring that valuable insights are incorporated into future project designs and strategies;
  • Contributes to the design of new projects by ensuring that the logical frameworks are aligned with MEAL systems, enabling effective monitoring, evaluation, and learning;
  • Documents lessons learned and contributes to the improvement efforts for both ongoing projects and new proposals;
  • Supports the development of regular reports and researches, highlighting learning outcomes, best practices, and recommendations for future interventions.

Responsibility #6: Internal and External Coordination

  • Attends the HSS executive committee’s monthly meetings, providing relevant updates, identifying linkages between centers, services and projects, and, actively contributing to internal coordination;
  • Participates in the local health sector regular meetings and Activity Info meetings;
  • Collaborates closely with ISF-HSS health partners when required to;
  • Represents the HSS department in some external and internal meetings.

The MEAL Officer may also assist with additional tasks or take on other responsibilities based on the needs of the Health and Social Services Department.
