Transportation Services (Taxi Company) – Framework Agreement

 

  1. Objective of this framework agreement

IndyACT seeks to contract a fully licensed and highly competent taxi company to provide reliable transportation services across Lebanon. IndyACT requires a reputable and well-established firm capable of supplying vehicles and professional drivers with the necessary experience, qualifications, and resources to meet IndyACT’s transportation needs on an on-call basis. The service provider must be accessible at all times to handle taxi bookings. While the primary service areas include Beirut and North Lebanon, the contract may also extend to other regions, including South Lebanon, Bekaa, and additional locations as needed.

 

  1. Specification of Tasks

The Taxi Company selected shall be responsible for providing all vehicles with drivers on an as-needed basis subject to the following conditions:

 

    1. Requirement of Vehicles:

The vehicles provided to IndyACT must be in excellent condition and not older than 2016 model, equipped with air conditioning system and anti-lock braking system (ABS). The need of the vehicles may range from regular 1-3 passenger car to 60-70 passenger bus. The complete toolkit should be available including but not limited to spare wheel, wheel change kit, battery jumper cable, first aid kit, vehicle tow cable etc.

 

    1. Taxes:

The Taxi Company must be registered with tax authorities and must provide vehicles that do not have any tax related obligations which have passed the mechanical checks as per the Lebanese laws and regulations.

 

    1. Fuel and other expenses:

All maintenance cost, fuel, lubricant, and or any other consumable costs related to the vehicles will have to be covered by the Taxi Company.

 

 

    1. Insurance:

All vehicles must be comprehensively insured and also have a third-party insurance.

 

    1. Drivers:

When a vehicle is assigned to IndyACT, the following should be observed about the driver,

  • Must have a valid license
  • Minimum 5 years of relevant experience
  • Familiar with the local routes and traditions/customs/language of area of travel.
  • The Taxi Company will be responsible for the behavior/actions of the drivers and will be responsible to provide the immediate replacement in case of complaints/misconduct.
  • Must have a valid health certificate and be fit for driving
  • Must be able to speak, read and write in English and Arabic.
  • Must not have a criminal record.

 

    1. Travel Allowances & Accommodation:

IndyACT will not provide any travel related allowance, accommodation or boarding and lodging arrangements to any driver. This will be the sole responsibility of the Taxi Company.

 

    1. Areas of Service:

The areas of service include all the Lebanese territories. If vehicles rates differ by area, the company must quote its rates for each area separately.

 

    1. Security:

The Taxi Company providing services shall be responsible for the security of the passengers, driver, vehicle or any items coming along with the vehicle. IndyACT will not be responsible for any loss whatsoever due to security risks, negligence of driver or otherwise.

 

  1. Place(s) of Assignment

Lebanon

  1. Duration and implementation of the framework agreement

The framework agreement shall be for a period of one year, with the possibility of extension.

 

  1. Requirements

Taxi Companies intending to submit a proposal should have the organizational and technical capacity, experience and professionalism to provide the required services outlined above. Taxi Companies should be able to demonstrate proof of past and/or present experience and resources available to carry out the service requirements, and have the integrity and proven reliability to ensure good performance as follows:

  • Demonstrate minimum of 5 years’ experience in providing corporate taxi services
  • Provide the number of vehicles in the company and also the number of drivers employed
  • Provide Pick-up and Drop-off Charges, flat rates to common destinations; also waiting charges
  • Describe how bookings are responded to.
  • Provide name of Individual(s) who will be responsible for the IndyACT and Projects account
  • Provide any special features or services beneficial to IndyACT and Projects.

 

  1. Required General Company Information

 

  • Main office location, telephone contacts
  • Registration details – Copy of Certificate of Registration, VAT
  • VAT Tax compliance certification
  • Valid National Insurance compliance certification
  • Reference letters

 

  1. Payment Terms

Monthly: upon presentation of accurate invoice with supporting original signed taxi vouchers/invoices to IndyACT. Payments are made within 15 days of receipt of invoice.

 

8. Financial Offer Requirements            

Bidders must submit:

  • One-way corporate rate per destination
  • Round-trip corporate rate
  • Waiting time cost per hour
  • Full-day rate (if applicable)
  • All rates must be quoted in USD and inclusive of VAT.
  • The offered corporate rates must be valid until 31 December 2026.
  • The offer must clearly state its validity period.
  • Cash payments are not accepted. Payments will be made via bank transfer or over-the-counter bank transaction only.
  • Offers received after the submission deadline will not be considered.

Reference letters

Financial offer including:

One-way and round-trip rates

Waiting time per hour

Full-day rates (if applicable)

Your proposal should be prepared in line with the instructions in the attached documents. Please ensure that Annex I is filled, signed, and returned together with your offer.

All prices must be in USD and inclusive of VAT. Offers must remain valid until 31 December 2026.
