Project: Emergency Waste Management and Community Support in Tyre Caza through Cash-for-Work (CfW)

Subject: 4 Field Enumerators/ Data Collectors – Rapid Needs Assessment in Tyre Camps

Location: Tyre Area – Palestinian Camps (Rashidieh, Burj El-Shamali, Al-Bass)

Duration: 01.12.2025 – 31.12.2025

 

  1. Background Information:

The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth-oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence.

In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes.

 Rapid Needs Assessment – Tyre Camps (Farmers & SMEs)

INITIATE, in partnership with Norwegian People’s Aid (NPA), is planning a rapid needs assessment in the three Palestinian camps of Tyre (Rashidieh, Burj El-Shamali, and Al-Bass).

The assessment will:

  • Explore the impact of the recent conflict on farmers and small businesses (SMEs)
  • Identify priority needs and recovery opportunities
  • Provide evidence to design a pilot small-grants window for conflict-affected farmers and SMEs
  1. Objective of the Assignment

The overall objective of the enumerators / data collectors is to support high-quality, timely, and ethical data collection for the rapid needs assessment in Tyre camps.

Specific objectives:

  • Conduct surveys with farmers and SME owners in the camps
  • Support Focus Group Discussions (FGDs) with key groups (e.g., farmers, women, youth, SME owners)
  • Assist in Key Informant Interviews (KIIs) with influential stakeholders (popular committees, cooperatives, mukhtars, women’s committees, etc.)
  • Ensure accurate, complete, and confidential recording of data using tablets/phones (KoBo or similar)
  1. Scope of Work & Key Tasks

Tooling & Preparation

  • Attend a mandatory training/orientation on:
    • Objectives of the assessment
    • Use of data collection tools (surveys, FGD/KII guides)
    • Sampling, consent, and ethical standards
    • Use of KoBo / data collection platform
  • Participate in piloting the tools and providing feedback to refine questions.

Field Data Collection

  • Conduct structured surveys with:
    • Farmers (including greenhouse owners, land tenants, etc.)
    • SME / small business owners (shops, services, agro-processing, etc.)
  • Support facilitation of FGDs:
    • Help with participant outreach and invitations
    • Manage attendance, consent forms, and note-taking (if assigned)
  • Assist in KIIs with influential people:
    • Local leaders, popular committees, cooperatives, agricultural actors, women and youth groups, etc.
  • Record responses accurately and in full, respecting skip logic and guidance.
  • Ensure informed consent is obtained for all participants and that participation is voluntary.

Data Quality & Follow-Up

  • Review questionnaires at the end of each interview for completeness and clarity.
  • Correct or complete missing entries directly with respondents when possible.
  • Submit data daily through the designated platform and participate in quick debriefs.
  • Flag protection concerns, serious cases, or inconsistencies to the Team Leader immediately, in line with INITIATE’s safeguarding and referral procedures.
  1. Deliverables

Each enumerator is expected to contribute to:

  • A minimum number of completed and valid questionnaires (farmers / SMEs) as defined by the sampling plan.
  • Accurate attendance sheets and consent documentation for FGDs and KIIs where involved.
  • Participation in at least one debrief session to share field observations and recommendations.

The assessment team (INITIATE) will use this data to produce:

  • A cleaned dataset
  • A concise findings report with actionable recommendations
  • A draft pilot-grant framework for farmers and SMEs in Tyre camps
  1.  Required Profile & Qualifications

Essential

  • Must be currently living inside one of Tyre’s Palestinian camps:
    • Rashidieh
    • Burj El-Shamali
    • Al-Bass
  • Strong knowledge of the camp’s context, geography, and community dynamics.
  • Fluency in Arabic (spoken and written).
  • Previous experience with data collection (surveys, FGDs, KIIs) with NGOs or community-based organizations, OR strong motivation and willingness to learn.
  • Good communication skills and ability to interact respectfully with diverse groups (women, men, youth, elderly, persons affected by conflict).
  • Ability to work under pressure and within short timelines.
  • Availability for the full duration of the assignment, including training days and weekend/evening work if needed.

Desirable

  • Experience using mobile data collection tools (KoBo, ODK, SurveyCTO, etc.).
  • Previous involvement in assessments or projects related to livelihoods, agriculture, or small businesses.
  • Basic English is an asset (for reading forms or liaising with supervisors).
  1. Safeguarding, Ethics, and Do No Harm

Enumerators must:

  • Respect confidentiality and privacy of all participants; no sharing of personal stories or photos without consent.
  • Follow informed consent procedures and ensure that participation is voluntary and withdrawal is possible at any time.
  • Avoid causing harm, re-traumatization, or pressure, especially when dealing with conflict-affected individuals.
  • Immediately report any safeguarding or protection concerns through INITIATE’s internal referral and complaint mechanisms.
  • Respect INITIATE’s policies on PSEA (Prevention of Sexual Exploitation and Abuse), Child Protection, and Code of Conduct.
  1.  Remuneration

This is a short-term assignment. Enumerators will receive a lump-sum of 500 USD paid by bank transfer within five business days of month-end upon approved timesheets, with statutory deductions per Lebanese law.

  1. Timeframe:

The contracting party is expected to provide his services in the period of 01.12.2025 until 31.12.2025

  1. Conditions and Management

The contracts for all personnel are made by INITIATE according to its rules and regulations. The contractor will report to the Program Manager.

The Organization management retains the right to suspend payment on non-compliance of terms or in the event of poor-quality work. These decisions will not be taken arbitrarily but in consultation with all relevant stakeholders.
