Position: Monitoring & Evaluation (M&E) Consultant
Location: Lebanon – 1 day/week in Beirut office + field visits across Lebanon
Duration: September– December 2025
Level of Effort: 26 working days
1. Background
International Alert Lebanon works to build sustainable peace by supporting local civil society organisations, women mediators, and community leaders to address conflict drivers and strengthen social stability. Our Lebanon office partners with grassroots actors to reduce tensions, support inclusive dialogue, and promote gender-sensitive peacebuilding initiatives across regions such as the Beqaa, South Lebanon, and Mount Lebanon.
Under the Women, Peace and Security in Arab States – Phase III project (Aug 2023–Dec 2025), we empower local women mediators to lead social cohesion and conflict-prevention efforts, strengthen gender-sensitive mediation, and contribute to Lebanon’s WPS agenda. With three months remaining, the project requires an experienced M&E consultant to finalise monitoring, learning, and reporting deliverables.
2. Objectives
- Lead and implement the project’s monitoring, evaluation, and learning plan for the final phase.
- Consolidate field data and produce the Final Narrative Report for submission to donors.
- Support outcome harvesting and documentation of lessons learned.
3. Scope of Work
- Review existing MEL framework, indicators, and data-collection tools.
- Coordinate with project staff and women mediator networks to verify and update progress against all indicators.
- Conduct field visits across Lebanon, to gather qualitative and quantitative data.
- Facilitate at least one reflection session to capture lessons learned.
- Draft and finalise the Final Narrative Report, integrating all donor-required data and analysis.
- Provide a brief handover note and data repository for institutional learning.
4. Deliverables
- Inception note/workplan (within first 5 days).
- Field visit reports with compiled data and indicator tracking tables.
- Draft Final Narrative Report (by mid-December 2025).
- Final Narrative Report and MEL documentation (by end-December 2025).
5. Required Qualifications
- Proven experience in M&E of peacebuilding, gender, or WPS programmes in Lebanon or MENA.
- Strong skills in outcome harvesting, qualitative and quantitative evaluation methods.
- Excellent reporting and data analysis skills in English; Arabic desirable.
- Ability to travel to field locations across Lebanon
6. Level of Effort & Timeline
- 26 working days over three months.
- Includes 1 day per week in the Beirut office and multiple field visits.
- Final deliverables due 31 December 2025.
7. Supervision
The consultant will report to the Project Manager and work closely with the Core Team.
