TOR for TEAM LEADER on a Capacity Development on Education Governance and Management project in Lebanon (hybrid, contingent on donor approval)

About the project

International Alert (Alert) is an international peacebuilding NGO that has been working in Lebanon since 2009. Our work on education includes development of resources for education professionals, support to partner organisations working on education, research and policy advocacy.

Alert is advertising for the role of a Team Leader of an anticipated project. The position is contingent on donor approval.

The anticipated project aims to enhance governance, operational efficiency and resilience within the education sector. The project will support the lead ministry in the implementation of the Reform Road Map 2025, with a particular focus on decentralized management and strategic communications. The project will strengthen the management of four Regional Education Offices, improve individual capacities of selected ministry staff, staff of four regional education offices and 9 schools, enhance coordination and digital communication at the institutional level, and provide advisory support on non-formal education (NFE). All capacity development measures will be informed by capacity development need assessment and include trainings, trainings of trainers and on-the-job-coaching.

 

Scope of Work

The Team Leader will be responsible for the overall implementation of the project and will oversee a team of experts.

 

Key Responsibilities:

  • Overall responsibility for the implementation of the project  
  • Ensuring close cooperation and coordination with the funding agency
  • Ensuring the coherence and complementarity of the project with other interventions at the local and national levels
  • Coordinate the design, implementation, monitoring and evaluation of the capacity needs assessment and the capacity development measures for relevant stakeholders
  • Responsibility for taking cross-cutting themes into consideration (for example, gender equality)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting long and short-term experts
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning

 

Contract duration and level of effort

90 days over a period of 18 months, with an anticipated start date in the fourth quarter of 2025. This role could be performed remotely with a minimum of 10 days in Lebanon.

 

Required qualifications

  • University degree (Master or equivalent) in Education, International Development, Political Sciences, Social Sciences
  • Knowledge of English (C1-level in the Common European Framework of Reference for Languages)
  • 7 years of professional experience in the education sector
  • 5 years of professional experience in the sector of education governance, education policy, organisational development and change management
  • 5 years of management/leadership experience as project team leader or manager with disciplinary leadership responsibility for a team
  • 5 years of cumulated international professional experience in the MENA region (in accordance with UN DESA Statistics Division)
  • 5 years of professional experience in the MENA region (in accordance with UN DESA Statistics Division), and 3 years in Lebanon 
  • 5 years of experience in development cooperation projects
  • 5 years of professional experience in financial management and reporting, and remote management
