Human Rights And Refugee Protection Expert – Consultant

  Job Purpose   International Alert is seeking a consultant, an expert in the fields of human rights and refugee protection, for its Justice and Livelihood Opportunities project in Central and North Bekaa, and Akkar. The consultant will work on the following: Providing a four-day training to Alert’s mediators on refugee law, human rights and international human rights law; providing workshop participants an understanding of the legal context and best advice on referrals and the provision of legal aid to refugees. Alert is conducting a case-study research on the topic of policy recommendation on the role of economic actors (i.e. businesses, employers) in the role of protection in the formal and non-formal sectors.  The consultant selected would be responsible for the overall implementation of the case-study research; conducting desk research, interviews, and analysis.  The selected consultant would present findings of case-study research in local and national round-table discussions [4 in total]; presenting recommendations.    Duties and Responsibilities  1.     Workshop Implementation and Facilitation Prepare training/workshop content and materials, targeting 30 of Alert’s mediators on refugee law, human rights, and international law.  Implement and facilitate 2 workshops for 15-participants/workshop; 2-days per workshop on topic of refugee law, human rights and international human rights.      2. Case Study Reasearch  In coordination with Alert, to design and implement a case-study research focusing on the role of employers in the protection of vulnerable people with a special focus on refugees. Protection in the context of employment free from abuse and exploitation in the work-place through a human-rights lens and perspective.  Conduct the case-study research and analysis; with findings being used to develop policies and recommendations on refugee protection and livelihoods.     3.     Presenting Case-Study findings in local and national round-table discussions Facilitate 4-roundtable discussions [2 per region of project implementation] with relevant stakeholders and agencies on findings from case-study research; with an emphasis on policies and recommendations.      PERSON SPECIFICATION Talents   At Alert, we have introduced Talent Management to our business model as we believe talented people are crucial to the success of our work.  We believe all individuals are talented and success comes in matching the right talents to the right roles.  For this role, the skills, qualifications and experience listed below are important, but we believe that to be great in this job you are likely to have a talent for building and sustaining strong working relationships.  This will enable you to build friendly relationship with highly committed colleagues and manage expectations. These are the talents we will be looking for above all else.         ESSENTIAL REQUIREMENTS  MA or equivalent in law, social and political sciences, human rights, or other relevant disciplines Minimum 5 years of relevant experience working with a development organisation, including significant experience working in research. Previous experience in Group Facilitation and Workshop Implementation   Fluent in Arabic and English, excellent communication skills in Arabic are a must Strong expertise in research design, implementation, and analysis Demonstrates the ability to take the initiative Understands or has the ability to understand quickly Alert’s approach to peacebuilding Gets on well with people of diverse backgrounds and in diverse roles Is computer literate and numerate Excellent inter-personal, communication and presentation skills Skills and experience in monitoring, and evaluation Strong analytical skills A clear commitment to the mission and vision of International Alert   SUMMARY TERMS AND CONDITIONS For consideration To submit to Alert a draft proposal and outline of tentative workshop topics and draft workshop-agenda; with a clear breakdown of the workshop objectives.   To submit a research proposal, with a description of the methodology to be used and the type of analysis to be used.  [Provide a writing sample of previous research would be advantageous].    To submit a detailed budget; with a break-down of costs and expenses for the delivery of the workshops, preparations of the content, the rate-per-day for the consultation, and the total cost of implementing the case-study research.    Currencies must be submitted in USD.
