Through a network of partner organisations, we operate in Lebanon, Syria, Jordan and Turkey. This position will ensure the robust financial management of grants within the regional programme, in line with local laws, donor regulations, Alert policies and procedures and international best practice. In doing so, the Sub Grants Manager will work on training partners on financial and reporting matters as per donor regulations. In addition, the post holder will be responsible for tracking the grants database and working with the rest of the finance and project team to ensure accurate reporting. Duties and Responsibilities Grants Management: Help to ensure that Alert’s grants in Lebanon, Syria, Jordan and Turkey are well-administered and implemented in compliance with the relevant donor regulations and Alert’s internal procedures. Ensure that sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including agreements, disbursements, and reporting. Support program staff in assessing partners’ financial needs and capacities and ensuring that partners receive appropriate capacity-building support in relation to their needs. Maintain the grants tracking database and oversee accurate reporting and documentation by partners. Maintain close coordination with grantees during execution of the grants, to track milestones, compliance, timelines and deliverables. Prepare regular reports on grantee performance and signal any significant delays or other issues that impact implementation to the Management team. Assist in drafting financial reports for donors in coordination with different departments of Alert, donors and partners. Drafting contracts for sub recipients in coordination with different the Management team. Ensure potential issues and amendment requests are flagged promptly to donors via Alert’s Project Manager. Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal documentation.   Partnership Management & Development: Capacity building of implementing partners in reporting financially and programmatically Supporting partners on donors regulations and procedures Assist in expenditure monitoring for partners Instruct partners on donors’ reporting tools Follow up on partnership agreements systematically to meet all deadlines and deliverables Work with partners to highlight difficulties and devise solutions Periodical visits to partners’ offices and meetings with Finance and Program Staff Travel requirements This position is based in Beirut, with occasional travel to other parts of Lebanon and to Turkey and Jordan.   PERSON SPECIFICATION Talents At Alert, we have introduced Talent Management to our business model as we believe talented people are crucial to the success of our work.  We believe all individuals are talented and success comes in matching the right talents to the right roles. You will have a ‘can-do’, solution-oriented, customer-focused attitude, because while the main focus of the position is finance and administration, the post requires frequent communication and liaison with project partners, requiring excellent interpersonal and communication skills (both verbal and written).         ESSENTIAL REQUIREMENTS   A degree or equivalent in a relevant subject (Finance, Accounting, Business Management) Qualification in Management; CMA, CFA or CIA is a plus At least 4 years’ managing finance for an INGO project/office in Lebanon or Syria, including experience of accounting for funds from international funders and grant audits and project financial experience Significant experience with budgets and financial forecasts, monitoring and reporting to donors Experience of systems development and management (financial and others) Experience in negotiating best value contractual agreements with service providers Excellent English and Arabic language skills Excellent computer literacy and knowledge of Microsoft Office applications - Word, Excel, Power point, internet, etc. Good understanding of donor requirements, eg. EU, UK Foreign Office and DFID Good interpersonal skills and communication skills Ability to work under pressure and to tight deadlines – to be able to prioritise clearly Personal and professional integrity, flexibility, initiative and a “can-do” attitude and meticulous attention to detail Experience in financial capacity building of non-finance managers, in particular working with partner organizations (establishing and operationalising partnership agreements, capacity building)                                                                                                  Desirable Requirements Financial controlling/ Audit experience   SUMMARY TERMS AND CONDITIONS Annual Salary Competitive annual salary based on our salary scale for Lebanese nationals Benefits Private Medical insurance and NSSF Leave entitlement 25 working days per year plus Lebanon statutory holidays. Notice period There will be an initial three months probationary period during which notice will be 15 days on either side. On successful completion of the probationary period notice will be one month. Working hours Full time staff are expected to work a standard 40 hours per week, a maximum of 48 hours per week, with some flexibility around start and finish times to be agreed with the line manager. All staff are required to work core hours10am–4pm.
