Project Overview:
ICMPD is inviting all interested candidates to apply for the Associate National Project Officer for the EU funded project “Reinforcing Aviation Security at Rafic Hariri International Airport (AVSEC Lebanon)”. The main objectives of this project are
Improved coordination and cooperation among airport security agencies;
Increased surveillance and security capacities of the relevant security agencies at the airport;
Improved infrastructure through the provision of equipment and infrastructural support to the relevant security agencies at the airport.

Job Description:
The Associate National Project Officer (ANPO) is responsible for the assistance in implementation of the AVSEC Lebanon project.
Under the supervision and guidance of the Project Officer the ANPO supports in planning and organising project activities and administers project inputs ensuring that the project activities are managed according to the approved project documentation, work plans and budgets and in line with ICMPD´s rules and business processes as well as partner and donor agreements. S/he is responsible for a timely achievement of high-quality project outputs within the project assigned.
In cooperation with the Project Officer, s/he plans and organises the work of experts and contractors ensuring high quality and timeliness of outputs. S/he conceptualises, plans and prepares substantive project outputs and produces project content and continuously assesses achieved results for quality and impact.
The ANPO participates in project communications and visibility activities preparing content and inputs. S/he contributes to project reports and prepares inputs to donor and other substantive reports.
The Project Officer works under the supervision of the Project Officer and in close collaboration with other Project Team(s) and ICMPD staff across the Organisation. S/he organisers a joint work with project assistant(s) in order to ensure smooth project(s) activities administration and logistics
Tasks and Responsibilities:
1.Planning and implementation of activities:
Plan and organise activities assigned to him/her by the Project Officer according to project´s work plan. Track implementation of the work plan and the timely accomplishment of project outputs. Propose to Project Officer corrective action when required.
Support in implementation of project activities in accordance with the work plan.
Support in processes for recruitment of experts and mobilisation of experts. Assist in drafting Terms of References (ToRs), coordinate with PMOD (in HQ) or Administrative and Finance Officer (in Project Offices) and follow-up.
Support in procurement actions foreseen in projects – in coordination with the Project Officer, RMO (in HQ) and the National Administrative/Finance Assistant.
Design and organise project events, meetings, workshops and other activities. Design and formulate content and scope, draft agenda and identify participants and resource persons. Prepare invitations and receive registrations, identify and organise venue, travel, accommodation, and translation/interpretation. Ensure compliance with the project’s communication and visibility plan.
Prepare substantive background papers for project events (meeting folders, speeches, presentations etc).
Draft project correspondence.
Other tasks as assigned by the PO/PjM
2. Project administration and compliance:
Ensure that project activities are implemented an efficient and cost-effective manner in line with the work plan.
Ensure that administrative processes such as procurement and contracting are carried out promptly and in accordance with ICMPD rules and established business processes. Ensure compliance with donor rules as applicable.
Manage expert and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule. Ensure preparation of timesheets for project experts and consultants. Evaluate the performance of experts according to ICMPD´s performance management system.
Provide ad-hoc interpretation/translation services if requested.
3. Project content, reporting and contribution to project development:
Plan, initiate and coordinate processes for production of project content (research publications, studies, policy papers, thematic/sector reports etc.)
Formulate and draft analytical inputs, compile and draft briefs, background papers, presentations, speeches.
Compile and draft inputs on project implementation to internal and external project reviews and reports.
Provide inputs to implementation of the project’s communication and visibility plan..
Update project contacts database.
Participate on behalf of ICMPD in conferences/meetings/seminars relevant for the respective areas of work

Experience in organising and overseeing administrative and logistical support to project activities, including evaluation, design of workshops/seminars, drafting of reports etc.
Strong team work and interpersonal skills.
Adaptability and flexibility.
Excellent command of standard MS-office software.
Experience working with the Lebanese Security Agencies would be an advantage
