The Accounting manager has the following functional responsibilities:
- Directly supervises a team of 5 accountants and 1 cashier and handles all related team management responsibilities. Provides functional support to the Finance and Administration Managers based in sub-structures at country level.
- Contributes to designing and implementing an internal control system that guarantees reliable accounting data at any time. Ensures complete and accurate communication flow.
- Proposes and implements the development of IT systems and regular updating of the associated financial procedures, in line with best practices for internal control systems.
- Identifies, reports and contributes to solving anomalies or technical defects in the IT modules under responsibility.
- Suggests improvements to the system in order to enhance controls.
- Ensures that institutional assets are preserved as much as possible from losses and/or fraud. Designs and implements procedures that guarantee that ICRC staff and suppliers are paid on time and the right amount.
- Monitors the annual and monthly closings under responsibility at department/sector level, both in terms of meeting deadlines and ensuring quality of accounting data, with some guidance.
- Performs or reviews the necessary reconciliations between the module(s) under responsibility and the general ledger.
- Performs regular integrity checks of account balances. Identifies anomalies early and takes relevant corrective measures.
- Ensures maintenance of sound accounting documentation to meet external and internal audit requirements and supervises filing of accounting data and relevant supporting documents.
- Prepares the statutory financial statements for ICRC-controlled funds and foundations.
- Supervises all bank-related transactions and funds transfers.
- Is accountable for Cash accounting
- Identifes risks and proactively propose mitigating measures with appropriate metrics towards the current country economic and financial crisis.
- Answers complex questions through data analytics
- Elaborates the internal financial manuals and guidelines and ensure internal financial compliance
- Prepares collaborative demand planning meetings
- Proposes and applies financial controlling techniques and procedures to prevent fraud; submit findings to Finance and Administration Manager and Management for further decision and action.
- Performs coaching and training activities for non-finance staff in the Delegation with proper documentation and tools
- At least 6-8 years' work experience in a similar field of activity in a large company, using an integrated accounting system.
- Experience in a non-governmental or non-profit organization an asset.
- Experience in team management.
- Experience in designing and maintaining an internal control system.
- Knowledge of internal control systems and best practices in financial accounting.
- Sound knowledge of an integrated enterprise resource planning (ERP) financial system and its flows (PeopleSoft and/or JD Edwards).
- Internally, interacts within the Finance and Administration Division and with other departments such as Human Resources.
- Externally, interacts with finance department staff from other entities, clients, suppliers, auditors and local authorities.
