Data and Analytics Officer

PURPOSE OF THE FUNCTION

In Tripoli, ICRC is managing two hospital wards (WTTC: Weapon wounded traumatology training center) for reconstructive surgery. Patient files are electronically managed by a specifically created program and need to be managed at different levels, for statistics, reports and follow up. The person filling this position will be in charge of all the manipulation and follow up on Data existing in the program. He /She will be the link between the informatic department of ICRC in Beirut and Geneva and the staff using the program and will support the users on all ICT matters. He will also be involved in the deployment of a new program for electronic filing in the Hospitals.

YOUR PROFILE:

• Typically, 3-5 years overall professional experience
• Minimum 2 years’ experience in the similar field
• Ability to interact effectively with data users, managers and other stakeholders
• Experience with case-management systems (specialized software).
• Knowledge of electronic medical record / billing system an asset.
• Knowledge of SQL or other programming languages an asset
• Knowledge of data-analysis software an asset.
• Knowledge of Open MRS and/or DHIS2 an asset

YOUR QUALIFICATIONS:

• University degree in information management or equivalent experience.
• Excellent command of English. Knowledge of French is an asset

• Excellent computer skills, including Microsoft Office Suite.

YOUR RESPONSIBILITIES:

• Applies best practices, standards, guidelines and templates for data management and analytics, and Works on continuous improvement. 
• Ensures compliance with established internal and external needs and regulations.
• Keeps Data Management documentation updated.
• May supervise data administrators and operators.
• Data Quality.
• Assists in improving, developing & applying data quality monitoring processes & tools (dashboards etc) and contributes where appropriate in DQ controls automation.
• Monitors data quality controls and consolidates, cleans and implements corrective actions.
• Data Analytics.
• Assists métier in reflecting on their performance measures, improvements in the functional area of expertise and provides ongoing support with data and analysis.
• Contributes to institutional reporting and dashboards by supporting colleagues in delivering reports, revisions and optimization.
• Data Support.
• Ensures continuity and smooth transition of data entered into various system applications.
• Contributes to the development of the data model and usage of the referential data that supports analysis.
