The Economic Security (EcoSec) department at ICRC responds to the essential needs of people fleeing armed conflicts within the borders of Lebanon. The Economic Security Generalist contributes to developing the EcoSec department’s country strategy, with a special focus on urban settings. The Economic Security Generalist is responsible for coordinating efforts to ensure impact monitoring, accountability to beneficiaries and the department’s compliance with ICRC policies and procedures. The Economic Security Generalist plans, implements and monitors the ICRC’s EcoSec programmes in line with the country strategy and under the supervision and guidance of the EcoSec coordinator.
Responsibilities and tasks:
The Economic Security Generalist's tasks include but are not limited to:
Planning, implementation and monitoring
Understands, analyses and evaluates the situation of people affected by conflict living in Lebanon and collects and shares information, so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Carries out the planning, assessment, implementation and monitoring of the Cash and Livelihoods programme in Beirut and Mount Lebanon, and ensures the best strategy to link cash assistance with longer term livelihoods support
Supports the implementation of new interventions in his/her area of responsibility, such as conditional cash programmes for value chain-based interventions, job-placement or other livelihoods interventions in urban settings
Organises and implements the relief interventions under the direction of EcoSec Coordinator
Provide written reports on field visits, assessments, relief and livelihood programmes, training and general progress of the programme.
Accountability to beneficiaries and compliance
Supports the EcoSec department in the design and implementation of process and impact monitoring plans and drafts a yearly overview report on impact monitoring for the different livelihood interventions: Micro-Economic Initiatives, Livestock and Structural programmes
Ensures the good information management for the EcoSec department, in line with ICRC guidelines
Keeps updated on the work of other international organisations present in the field and coordinates with other aid agencies, either on an ad hoc basis or on a regular programmatic basis if required.
Additional areas
Perform translation of documents, and interpret during meetings from Arabic to English, and vice versa as required
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
Understands and adheres to the ICRC Code of Conduct.
Minimum required knowledge and experience
Bachelors degree
3 - 5 years work experience in a similar field of activity, mainly in monitoring and evaluation
Good command of written and spoken English
Good computer skills
Good analytical and reporting skills
Able to work in a team
Good communication skills
