Economic Security Officer – Based in South of Lebanon ''Preferable candidates with wide knowledge of the area and socioeconomic situation''

PURPOSE

Under the supervision and guidance of the line and functional managers, s/he plans implements and monitors the ICRC’s Economic Security programme (basic assistance, food security and livelihood projects) in the south of Lebanon.

 

EDUCATION/EXPERIENCE REQUIRED:

University degree or the equivalent work experience that provides knowledge of fundamental theories, principles and concepts in the domain of Economic and/or food Security.

3–5 years’ experience in basic assistance, economic & food security and livelihood programs.

3-5 years’ experience in humanitarian field.

Good command (spoken and written) of English, French will be an asset.

Good command of local language (Arabic)

Computer literacy.

 

RESPONSIBILITIES

Understands the working context (security, socioeconomic, cultural and political environment), follows its evolution and contributes to define the relevant operational Economic Security responses, within the geographical remit of the position.

Applies a people centric approach at all times and participates in the delivery of transversal activities and objectives as per strategy of their ICRC structure (Tyr sub-delegation).

Autonomously conducts assessments and implements, monitors and evaluates Economic Security interventions (according to the project cycle).

Using pre-defined tools, may also contribute to the design of relevant tools and methodologies.

Under supervision, organizes the preparation and implementation of basic assistance (cash & in-kind), food security and livelihood activities including planning.  Works with other ICRC departments as necessary (e.g. Logistics).

Manages teams and activities during beneficiary registration and verification using pre-defined tools.

Compiles the necessary documentation for distribution tracking requirements and submit to Economic Security team in Beirut on time.

Autonomously collects economic and food security data (on household economy, nutrition and markets etc.)  using data-collection tools and devices and performs basic qualitative and quantitative data analysis.

Writes field trip reports, assessment, monitoring and evaluation reports and contributes to institutional reporting.

Support the Economic Security team in Beirut to enter data into and maintains data management tools, including the Economic Security Programme Management Tool (EPMT).

Provides technical and functional coaching, guidance and support to colleagues and partners (including the Lebanese Red Cross) during the implementation of Economic Security projects and activities.

Supports the identification of relevant stakeholders and interlocutors and the maintenance of key relationships (humanitarian actors, private sector, and authorities) upon request from the direct supervisor.
