Field Officer With Mandate On The Palestinian File

Job Purpose Under the direct supervision and in support of the DHoD (Deputy head of delegation) the field officer is the focal point for the ICRC activities in the governorates of Beirut and Mount Lebanon. He represents the ICRC at local level and contributes to the definition, implementation and monitoring of ICRC projects and activities in coordination with the management, and heads of departments. He is also responsible for monitoring security, developing and maintaining networking, as well as analyzing and following up the Palestinian file in support to the Deputy Head of Delegation. Profile University degree from the faculty of law and political sciences or faculty of business 3 - 5 years’ work experience in a similar field (work experience with Palestinian refugees) Excellent knowledge of written and spoken English (writing reports) Good computer skills Excellent knowledge of the geographically assigned environment, in particular related to security Very Good analytical skills Very Good communication and negotiation skills Empathetic, autonomous, sociable and open to cultural diversity Job tasks and responsibilities: Continuous analysis of the humanitarian, political, and security situation Coherent and transversal integration of the different humanitarian programs in coordination with the heads of departments Implementation and update along with the DHoD of internal security rules Proposals for new orientation of operation according to the change of the situation Development and maintenance of the network of interlocutors. Provide advice on technical security requirements, contingency plan and monitor their implementation Assist the DHoD in coordinating and/or undertaking security risk assessment for all locations, within the area of responsibility where ICRC mobile staff and their eligible family members are present and facilitate the implementation of recommended mitigation measures With regard to Palestinians: Provides analysis on humanitarian, political, and security situation Follows activities in the camps/gatherings and supports the coordinators and Sub delegations. Networking/Dissemination Maintain and develop contacts with relevant interlocutors: Lebanese Army, Internal Security Forces, religious representatives, political and non-state actors, Palestinian representatives, the Lebanese Red Cross (LRC), NGOs and representatives of international humanitarian organisations. Carry out dissemination sessions independently or with the assistance of the DHoD and other departments.
