Forensic Data Administrator

PURPOSE

The Forensic Data Administrator contributes to the management of the data / information collected for the search for missing persons, including information on the events and circumstances of disappearance, location of grave sites and identification of bodies, using specialized case-management software. S/he is responsible for giving a comprehensive support to the forensic data and information management of specific projects and in general to the Forensic Unit.

The Forensic Data Administrator contributes to the planning and activities related to the strategic orientations for the ICRC forensic response in Lebanon, which seek to ensure that all policies, procedures and practices are in place for the proper search for missing persons, management of the dead and identification of the people who died as a consequence of the armed conflicts that occurred in Lebanon since 1975 and of other situations of violence, in line with forensic best practices, forensic information management guidelines and internationally accepted data protection standards.

CERTIFICATIONS REQUIRED

​- Professional degree or equivalent experience
- Excellent command of English
- Excellent computer skills

PROFESSIONAL EXPERIENCE REQUIRED

ACCOUNTABILITIES AND RESPONSIBILITIES

Forensic Information Management 

- Forensic Information management of data / information includes but is not limited to the process of collecting, entering, validating, producing, reviewing, consolidating, censoring, preserving, migrating, storing, transferring and / or delivering data related to the families of missing persons and non-identified human remains with the purpose of the effective search and final identification, and as per defined procedures, quality assurance principles and workflows of Resolve Platform.

- Contributes to the entry and management of the forensic data / information collected for the search for missing persons, search and location of gravesites, management of the dead and identification of bodies, using specialized case-management software; the Resolve Platform.

- Contributes to the implementation of Resolve in future Lots and other data management platforms and is contributes in the development/adjustment of procedures for data and case management S/he is responsible for giving a comprehensive support to the Forensic Unit in the Forensic Information Management of the caseload.

- Ensures the quality, continuity and consistency of the entered information. Thoroughly checks the quality of the data collected in Anti Disappearance Data Questionnaires ADDQ and other sources of information and the data entered in the Resolve Platform, clarifies inconsistencies, corrects information after following up with data collectors and/or with the Protection Data Manager 2 and the Forensic Specialist responsible for the Management of the project.

- Understands the individual follow-up process of the cases and contributes to the proper analysis of the information, or individual files, and reports proactively to the Protection Data Manager, including any identified discrepancy, delay, etc.

- Contributes to the developing of reference documents such as workflows, specific roles and procedures, guidelines, contextualized definitions, and other protocols as required for the efficient and effective workflows and management of information in the Resolve Platform.

- Participates in the regular revision and improvement of the reference documents mentioned above.

- Participates in the development, revision and improvement of the training material for the ADDQ and others related to the Resolve Platform and forensic data/information management.

- Participates during tutoring sessions on the Resolve Platform entry and good practices on forensic data and information management organized for ICRC staff and/or interlocutors, upon request from the Forensic Specialist or Protection Data Manager.

- Contributes to the development and update of the Resolve Platform Standard Operating Procedures as per the reference documents above.

- Monitors and reports about the quality of the ADD collected and other sources of information entered in the Resolve Platform as per working procedures and protocols.

- Carries out data analysis and provides figures and information about the caseload and other related aspects using the Resolve Platform and contributes to internal reporting, upon the request of the Protection Data Manager or Forensic Specialist.

- Participates in the updating certain sections of existing beneficiaries in the Prot6 through cross checking the correct and valid information on the RESOLVE platform.

- Ensures rigid chain of custody practices for receiving and releasing hardcopy files and documents internally.

- Provides regular feedback to the Protection Data Manager on data management updates and challenges.

- Carries out office work such as scanning, photocopying, filing, etc.; creates the individual files for the new beneficiaries, according to the guidelines and in a secure and organized manner.

- Contributes to the protection and security of individuals’ personal data.
