As a Health Field Officer, you will be in charge of ICRC technical management of a joint project to support Human Call Hospital including follow up on training, quality care, referrals within a results based management frame. Respond to weapon wounded related emergencies (Weapon wounded/trauma), in cooperation with the health delegate and the ICRC senior surgeon for referrals. Present the ICRC principles, mandate and activities to interlocutors and beneficiaries at a district level. Develop and maintain contacts with authorities or external interlocutors at various levels independently. Analyze the socio, economical, political and cultural situation of the covered area and its humanitarian consequences.
Minimum required knowledge & experience:
Health diploma: Medical Doctor or Registered Nurse (additional Master in administration, finance and Logistic an asset).
3-5 years' work experience, (preferred knowledge/experience: surgical, ER (Emergency department) OT (Operation Theater)).
Strong knowledge and experience of health administration and project management (Essential). Experience and knowledge of Lebanese health system and patients referrals pathways.
Knowledges in planning, implementation and running health programs
Very good analytical skills, reporting and team leadership
Very good organizational skills.
Knowledge of the geographically and humanitarian assigned environment including Palestinian refugee’s situation.
Able to work with minimum supervision from his/her line manager.
Communication skills (Respectful, diplomatic, able to work and cooperate within a multidisciplinary team)
Able to adapt and integrate in changing working environment.
Good knowledge on RCRC movement (Red Cross Red Crescent)
Very good diplomatic and negotiation skills, able to coordinate and cooperate in teams
Very good computer skills (excel, power point, word).
Specific Tasks and Responsibilities:
He/she is able to follow up on management of the Human Call project in Ein El Helwe (EEH).
Responsible for monitoring Medical activities (Medical documentation, Trainings, infection control, follow up of medical protocols in place and quality of care).
Responsible for monitoring drugs management, medical supplies, monthly reporting and follow up of expired items (of 3 hospitals in EEH) and support to the PRCS Hospital Medical Logistic file.
Maintain working relationship with others partners/stakeholders (governmental and non-governmental organizations).
Organize and participate in meetings with relevant actors as per need. Interprets/translates meetings and documents and draft official letters to interlocutors
Organizes referrals and admission in the stabilization hospitals and referrals to ICRC supported structures in Beirut or Tripoli (requires on call service out of office hours)
Able to spend time (50%) in Ein Helwe camp and surroundings
Responsible of Health care in Danger dissemination session and documentation of events in her/his AoR in coordination with protection department
To work in cooperation with the others departments of ICRC structure in Lebanon.
Responsible of planning/Reporting activities in his/ her area of responsibility accordingly.
