CONTEXT
The Health program in South Lebanon aims to improve the quality and accessibility of health services for a population that already before the Syrian crisis was often underserved, and that now is seeing their vulnerability increasing due to the combined effects of the socio-economic crisis, the COVID-19 pandemic, and the cumulative effects on the health system caused by these.
The focus of the Primary Health Care (PHC) strategy in Lebanon is on Mother and Child Health (MCH), Non-Communicable Diseases (NCDs), and strong integration with other ICRC health programs such as Mental Health and Psycho-Social Support (MHPSS), Physical Rehabilitation Program (PRP), and Hospital Support Program, to ensure continuum of care for patients in need.
PURPOSE
The Health Field Officer guarantees that people living in Tyre Area of Responsibility (AoR) have access to quality health care in all different domains of ICRC Health interventions (First Aid-Prehospital Emergency Care, Primary Health Care (PHC), Hospitals, Physical Rehabilitation, Mental Health). S/he is the interface with communities and internal (ICRC) and external (local MoPH, NGO and UN counterparts, etc.) stakeholders on health-related issues. S/he oversees the implementation of the different health programs in her/his AoR, planning and coordinating activities at field level in close collaboration with the different Program Managers at Delegation level.
Minimum required knowledge & experience:
Registered Nurse or Medical Doctor degree.
7 - 9 years' experience with 2 years of clinical experience
Training in public health or health management
Clinical experience. Project Management and Epidemiology would be an asset
Excellent connection with local health authorities and groups of interest for the ICRC
Excellent knowledge of the South area
Proven program management skills and team building competencies
Experience in the Humanitarian sector would be an asset
Advanced communication skills and analytical thinking
Excellent organization skills and advanced computer skills
Excellent command of English, Arabic written and verbal communication. French would be an asset
ACCOUNTABILITIES AND RESPONSIBILITIES
1- Responsible of PHC Program in Tyre AoR:
Implements the PHC program (assessment, planning, monitoring and evaluation) in the South
Participates in analysis of and reflection on the overall health situation and contributes to realistic project proposals in line with the delegation's objectives and priorities.
Proposes evidence-based strategies to improve quality of care, in line with international and national standards, institutional guidelines, and Delegation priorities.
Conducts assessments and regular field visits to monitor activities and health-related threats to the population.
Has prime responsibility for the implementation and follow up of the PHC Programme in the South
Liaises with the ICRC midwifes in Rafic Hariri University Hospital (RHUH) in order to follow up Mother and Child Health (MCH) services in the supported facilities to ensure the continuum of care between the services.
Liaises with the ICRC Hospital Program Manager to establish where needed, and maintain where present, functional referral pathways and timely case follow-up.
Ensures regular ordering and delivery of supplies to the supported PHCs, limiting stock out and closely follow up their management and consumption.
Ensures appropriate ordering and delivery of biomedical equipment to the supported PHCs, along with training and follow up on their utilization.
Participates actively in capacity building of the supported health centres and communities: analyses gap of competencies and contributes to the development, organization and dissemination of trainings according to the needs and in line with programmes strategy and ICRC framework.
Ensures regular follow-up and support is provided for all capacity building activities.
Participates in internal and external training as agreed with responsible Health Program Manager and line manager.
2- Responsible of Pre-Hospital and Hospital Emergency Care activities:
Is the focal point for casualty chain on duty call on a rotation system agreed with the Hospital Program Manager
Closely monitor patients admitted in hospitals via regular visits
Liaise with stabilization hospital clinical and administrative staff to ensure a smooth admission, stabilization and transfer of weapon wounded (WW) patients
Liaise with, and refer patients to other departments as required
Contribute to the contingency planning and preparedness of the delegation to respond to WW following any outbreaks of violence inside Lebanon
Works in collaboration with other members of the team following the communication lines being respectful and diplomatic as a part of a multidisciplinary and multicultural team
3- Administration, reporting and communication:
Ensures key programme, context and technical information is shared promptly with the Health Delegate.
Develops and/or contributes as required to specific reports e.g. minutes of meetings, field trip reports, quarterly technical reports, project documents, concept notes, protocols, etc.
Is responsible for the completion of Medical Activity Database (MAD) on time on monthly bases for PHC program in the North and in the Bekkaa: ensure the reliability and consistency of the collected data.
Is responsible of the collection, monitoring and follow up of data and related reimbursement in the maternity and NCD projects in her areas of responsibilities.
Actively participates in team meetings and planning in Health department, Sub-Delegation and as otherwise required.
Actively participates in stakeholder mapping, networking, and internal/external meetings.
Is responsible for organizing field trips and liaises and following ICRC procedures.
Participates in financial monitoring of the cost involved in the projects/activities supported.
Works in collaboration with other members of the team following the communication lines, being respectful and diplomatic as a part of a multidisciplinary and multicultural team.
4- Emergency Response:
Is responsible of coordinating, under the guidance of the Health Coordinator, a rapid health needs assessment in case of a sudden onset emergency in her AoR
Is responsible of facilitating, under the guidance of the Health Coordinator, any emergency health response in the South, ensuring coherent approach within Health programs and collaborating with other ICRC departments.
Is primary interlocutor for all supported facilities in the South, with the local MoPH representatives and other authorities.
