Purpose:
The Health Field Office (HFO) is responsible in close collaboration and coordination with the Beirut and Tyre file holders, to oversee, implement, run and monitor the health programs, with a particular focus on the Primary Health Care (PHC), the hospital support program, as well as the Emergency Preparedness and Response, according to the objectives set out in the delegation’s annual Planning for Results in TYR SubDelegation (SD).
The HFO is the interface with communities, and internal and external stakeholders on health-related issues in the SubDelegation (SD). The HFO should be the reference person for the overall situation of health for the population in TYR SubDelegation (SD).
Accountabilities & Functional responsibilities:
General Health and Program Responsibilities:
- Assesses, identifies and prioritises the health needs of the population affected by conflict in TYR SD Area of Responsibility (AoR) considering vulnerable groups and community coping mechanisms and involvement and in doing so contributes to the analysis of the health situation in the AoR.
- Implements the health programs (Assessment, planning, monitoring and evaluation) in TYR SD AoR. Has prime responsibility for the implementation and follow up of the PHC/Hospital Program in TYR SD AoR.
- Liaises with the ICRC Hospital team to establish where needed, and maintain where present, functional referral pathways.
- Ensures ordering and delivery of supplies based on needs and within the framework of Emergency Preparedness and response to the identified health facilities in TYR SD priority areas after discussions with TYR SD management and file holders/Health Management and is responsible for the donation tracking procedures.
- Participates actively in the organisation of the planned capacity building activities of the supported facilities in TYR SD AoR, in line with the program strategy and ICRC framework.
- Participate in internal and external trainings as agreed with the health coordination team.
- Plans and organises field trips and meetings according to identified needs.
- Accurately interprets English to Arabic and vice a versa during field trips and when necessary.
- Provides relevant assistance responses and monitors and adjusts them as required.
- Ensures safe access to and the continuum of care for targeted populations. To this end, maps and links ICRC’s resources with existing, functional local systems and mechanisms.
- Coordinates with other ICRC Departments and/or other actors for referral of beneficiaries according to preset criteria.
- Maintains networks and mapping of key local stakeholders to ensure the efficient implementation of Health programmes.
- Develops and promotes Health Care in Danger related activities together with the protection team in TYR SD.
- Communicates and reports both internally and externally on the health context and population needs as well as on relevant local security and policy matters.
Administration, reporting and communications:
- Ensures key program, context and technical information is shared promptly, and relevant file holders/ program managers.
- Develops and/or contributes as required to specific reports e.g., minutes of meetings, field trip reports, quarterly technical reports, project documents, concepts notes, protocols etc.
- Translates documents from English to Arabic according to needs.
- Ensures necessary administrative work is completed in a timely manner.
- Is responsible for the collection, monitoring and follow up of data and related reimbursement in health projects (PHC/Hospital) in TYR SD AoR under the supervision and close collaboration of the file holders and health coordination.
- Registers and treats information accurately and with confidentiality.
- Actively participates in the team meetings and planning in the health department, TYR sub-delegation and as otherwise required.
Emergency Response:
- In the case of a sudden onset emergency in TYR SD AoR the HFO is responsible for conducting a rapid health assessment with the support and guidance of the file holders, health coordination and the SD management.
- Is responsible for facilitating, in close coordination with relevant team members, any emergency health response in TYR SD AoR, ensuring a coherent approach within health programs and collaborating with other departments.
Certifications / Education required:
- Bachelors degree in Medicine, nursing or similar field
Professional Experience required:
- 3-5 years of professional experience in similar field with at least 2 years of clinical experience, and a minimum 2 years in humanitarian sector.

What we offer:
- Salary Package: 2’041 – 2’981 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
- Transportation Allowance: 13$ per day.
- 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
- Salary Review/Increase: annually
- Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
- Health Insurance: Full insurance coverage (no co-NSSF) - 90% of premium fees under the class B covered by the ICRC; option for class upgrade is available with extra charges. Coverings include: In-Patient: including pre-existing cases / Out-Patients: Doctor Visits, Medicines, Laboratory tests, Therapeutical services (Physiotherapy, Psychotherapy sessions)
- International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
