Hospital Admin Assistant

ICRC is recruiting a Social Worker The International Committee of the Red Cross (ICRC) has been present in Lebanon since 1967 and has carried out its humanitarian work through different periods of conflict, including Lebanon’s 15-year-long civil war from 1975–1990. We are currently responding to the rapidly growing needs of displaced people fleeing war and violence across the region into Lebanon as well as the local communities hosting them. The ICRC activities on behalf of people affected by war and violence in Lebanon include, but are not limited to, ensuring people affected by conflict can get access to basic health care, services such as water and electricity and restore their economic security, securing humane treatment and conditions for detainees, building respect for the IHL and supporting the families of the missing persons. We are based in Beirut and have offices in Tripoli, Tyr and Zahle. ICRC works in collaboration with Rafik Hariri University Hospital since beginning 2016. The integrated approach and support helps to assure access for vulnerable people to medical care. ICRC is present in different departments as the ER and a medical/surgical department. Job Purpose: The Hospital Admin Assistant at Rafic Hariri University Hospital (RHUH) will assist the hierarchy in running support and operational activities for the hospital supported departments and maintains contacts with external interlocutors together with the Hospital Project Manager. He/She will contribute to the implementation, monitoring and analysis of specific projects / programmes within the department and follows, reports monthly on ICRC RHUH budget, assists HPM Admin with yearly ICRC RHUH budget Main responsibilities Assist the ICRC hospital project manager in the daily running of the RHUH ICRC project. Liaises with RHUH Hospital administration and other supported departments. Performs administrative and office activities for the RHUH/ICRC management staff (hospital project manager, surgeon, head nurse). Receives/distributes/sends mail and documents internally and externally (SD and DEL). Performs the monthly stock control, inventories, and distribution of all medical and non-medical supplies under the supervision of the hospital project manager/administrator. Follows up on the timely provision of hospital bills. In collaboration with the hospital project manager, verifies the hospital bills of hospitalized patients based on: the ICRC database, the MoPH flat rate, the hospital accreditation level, the procedures and treatment plan green lighted by the ICRC team. Verifies the bills of the ER, OPD and hospitalized patients, compiles and files them. Along with the hospital project manager/administrator, ensure coherence and adequacy of the budget/finance of the ICRC support to the RHUH (Rafic Hariri University Hospital), with the ICRC internal financial rules (incl. financial reporting /monitoring procedures). Support HPM Admin with the finances necessary for the surgical program. Under supervision of the hospital project manager, initiate the Requisition Orders and follow-up of medical supplies, equipment and non-medical items. Together with the Hospital Project Manager Admin responsible of the general supply chain management in cooperation with the ICRC logistics department. Receive, control and coordinate the distribution of all goods purchased for the hospital in cooperation with the RHUH (Rafic Hariri University Hospital) administration (Log, store, pharmacy). Profile University degree in Hospital Administration, Finance or Accounting 3 - 5 years’ work experience in similar function Very good knowledge of spoken and written English Excellent computer skills Good analytical skills Proven communication skills. Fluent in Arabic and English; French an asset Proficient reporting in English  Start of work: ASAP Working base: Based in Rafic Hariri University Hospital.
