PURPOSE
The Movement Cooperation Specialist position aims at supporting the ICRC in enhancing the operational partnership and developing and implementing the ICRC regional movement objectives vis-à-vis Federation MENA, the MENA National Societies and the Partnering National Societies (PNS).
In line with the strategic objectives and ICRC priorities, the position focuses on building positive relationships and networks between the ICRC and the other Movement components to promote better partnership and movement coordination on different thematic files.
Design, develop and implement ICRC regional movement initiatives, including but not limited to files under Strengthening Movement Coordination and Cooperation (SMCC), National Society Development, Safer Access Framework, partnerships, positioning, and movement coordination.
Contribute to the ICRC’s efforts in the design and development of new partnership modalities with Movement partners.
Support the Deputy Regional Director for Movement Affairs on working on transversal files among the different functions within the team, thus leads on the development and implementation of internal organizational and strategic initiatives (studies, and tools), and improvement of internal processes and reporting.
Contribute to the ICRC understanding of the institution capacity of Movement partners within the MENA region, their operational priorities, and to support the analysis of the opportunities, priorities and needs/gaps. Support the ICRC delegation to enhance the operational partnership with Movement partners.
Contributes to developing a movement coordinated approach towards MENA NS development by enhancing dialogues and cooperation with IFRC/PNSs
In specific contexts and if applicable, provide surge/rapid deployment support in MENA related to operational partnerships and movement coordination
Minimum required knowledge & experience:
Master’s degree, preferably in the fields of social sciences, public health, or related discipline is compulsory.
At least 6 years work experience in the humanitarian field; working experiences within the Red Cross Red Crescent (RCRC) Movement a strong asset
Strong negotiation/influencing skills in coordination and networking
Knowledge of different Movement thematic files (Planning, Monitoring, Evaluation and Reporting (PMER), Community Engagement and Accountability (CEA), Disaster Risk Reduction (DRR), Health, etc)
Analytical, organizational, research and reporting skills
Innovative, creative, and design-oriented thinking
Fluent in written and spoken English and Arabic
ACCOUNTABILITIES AND RESPONSIBILITIES
Create and maintain an overview of the Movement partners (IFRC / PNS) efforts in their partnership with MENA NS (operational programs, institutional development, capacity building); and provide internal analysis / strategy for the ICRC to identify relevant contexts for enhancing our partnership with various Movement partners
Develop and implement ICRC regional movement initiatives, including but not limited to files under SMCC, National Society Development, Safer Access Framework, partnerships, movement coordination and positioning
Methodize, coordinate and lead on the development and implementation of strategies and exercises for enhancing partnerships and strengthening the positioning of the Regional Movement Affairs Team
Define, maintain and/or support in the development and roll out of approaches and projects, and provide technical support to movement structures and/or delegations to enhance the RCRC movement footprints, promote movement wide approaches, and strengthen components of movement cooperation
Represent and promotes the ICRC in relation to IFRC, PNS and MENA NS regional bodies, and contribute to the increase dialogue and exchanges with the partners to promote better partnership and movement coordination.
Contribute to ICRC understanding of the institution capacity of the MENA National Societies, their operational priorities, and to support the analysis of the gaps, priorities and needs and create and maintain an overview of the partners efforts in their engagement with MENA National Societies (operational programs, institutional development, capacity building)
Design, deliver and facilitate trainings and workshops
Act as the cooperation focal person to the Movement partners for different thematic files: DMAG, PMER, Accountability, Community engagement and accountability, Disaster Risk Reduction (DRR), Climate, Health, etc.
Provide support to the organization of the various SMCC related workshops / events
Support MENA delegations in short mission / surge support related to movement coordination and partnership
