Political Adviser

​Job Summary:

The Political Adviser conducts in-depth systematic analysis, to update and advise the Delegation on political developments and changes in the overall environment, conflict, and security dynamics, to enable analysis, support decision making and implementation of operational objectives coherently, safely, and effectively. S/he identifies, maintains, and broadens high-level relations with a diverse network of key national stakeholders and facilitates the management’s access to a wide network of contacts. The qualified candidate should have a master’s degree preferably in Political Sciences, International Relations, Journalism, or any other job relevant field with 6 to 10 years of experience in international organizations, governmental structures, journalism, academia, or other relevant areas of expertise, prior experience within the Red Cross / Red Crescent Movement is an asset, so is prior work experience with the ICRC.  

General Description: 

The Political Adviser conducts in-depth systematic analysis, to update and advise the Delegation on political developments and changes in the overall environment, conflict, and security dynamics, to enable analysis, support decision making and implementation of operational objectives coherently, safely, and effectively. S/he identifies, maintains, and broadens high-level relations with a diverse network of key national stakeholders and facilitates the management’s access to a wide network of contacts. Moreover, the Senior Political Adviser provides in-depth systematic analysis on political, economic, and other topics (potentially) of interest to the delegation and the region more broadly. Reaches out and collaborates with peers in other NAME delegations to join efforts and enhance ICRC’s impact and reading of the situation whenever possible.  

Objectives and Tasks:

-As a member of the management team, co-designs and delivers the delegation's overal desired identity and policy objectives.  

-Advises management and staff on political issues, the conflict and security situation and contributes to defining the delegation’s overall strategies. 

-Contributes to the delegation’s analysis of political, security, military, humanitarian, and other developments related to ICRC reputation/perception management and capacity to operate.  

-Writes reports, briefing notes, and other required documentation to share the results of political and other analyses. 

-Advises the delegation on national and regional issues, political affairs, and security, and how they impact/relate to humanitarian action. 

-Crafts, builds, and maintains a strong national network of key, high-level contacts within the national authorities (government, parliament, etc.), security and armed forces, political opposition, civil society and with any other influential stakeholders relevant to specific humanitarian concerns, acceptance of the ICRC's mission, strategic objectives and activities and improving its access to people in need. Supports development of the delegation’s broader network of contacts in line with anchoring and operational objectives. Facilitates management’s access to them. 

-Represents the ICRC to diverse audiences in line with the delegation’s objectives. 

-Holds briefings on the context and cultural sensitivities for delegation/sub-structure staff. 

General duties:  

-Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement. 

-Understands and adheres to the ICRC Code of Conduct. 

-Understands the roles of the components of the International Red Cross and Red Crescent Movement. 

-Always respects and observes staff regulations and security rules 

-Always represents the ICRC in a professional manner. 

-Develops and maintains a pleasant and conducive working environment with colleagues and line manager. 

-Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC. 

-May be asked to perform tasks not covered in this job description and to provide support to other colleagues when necessary. 

Additional Duties: 

-Follows up on all work-related messages and correspondence with the relevant contacts and departments. 

-Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position. 

-Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses. 

-Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image. 

Position Requirements: 

Minimum Qualifications:  

Years of experience required: 6–10 years in international organizations, governmental structures, journalism, academia, or other relevant areas of expertise, prior experience within the Red Cross / Red Crescent Movement is an asset, so is prior work experience with the ICRC. 

Level of education: Master’s Degree. 

Field of education: Political Sciences, International Relations, Journalism, or any other job relevant field.  

Languages: Fluency in Arabic and English, French is a strong asset.  

Computer Literacy: Advanced computer skills in MS Windows and MS Office Suite. 

Required Competencies: 

-Experience in dialogue with authorities/arms carriers, civil society, opposition groups and other key stakeholders. 

-Experience in working, building, and expanding Partnership and or multistakeholder initiatives 

-Experience and ability to work in a matrix structure and in multidisciplinary Operations 

-Ability to write, narrate and transmit complex phenomena and situations in concepts: Proficient  

-Ability to advise and guide decision making based on analysis: Proficient. 

-Decision making and strategic thinking: Proficient 

-Analytical capacity: Proficient 

-Communication and interpersonal skills: Proficient 

-Networking and building relations: Proficient 

-Diplomatic skills: Proficient 

-Multidisciplinary in operations: Basic.  

-Security and crises management: Basic. 

Job Details: 

Job Location: Beirut, Lebanon. 

Working Schedule: Monday till Friday, from 8 Am till 5 Pm.  

Contract Type: Determined Period, 1 year (renewable based on performance and need for position). 

Salary Package: 4194 – 6654 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
