Protection/Restoring Family Links Field Officer (Senior Role) – Zahle

General Description:

The Protection/Restoring Family Links Field Officer (P/RFL Field Officer) is responsible primarily for maintaining an analysis and understanding of the needs of families of missing and implementing the Family Needs Assessment’s findings, by leading / convening the multidisciplinary response in the AOR, in addition to acting as the focal reference in the sub-delegation for the Syria-related implementation of activities for Missing Persons and their families.

Under the direct supervision of the HoSD and technical reference of the Protection/Restoring Family Links Field Officer”in Beirut, the P/RFL Field Officer carries out the following tasks in Bekaa area:

  • Contributes to the planning and implements activities in favor of families of missing persons, in line with the strategic directions of the Delegation and the priorities of the Protection Department; identifies specific priorities, establishes plans of action, uses the resources and budget planned.
  • Represents the ICRC towards authorities and organizations relevant for activities in favor of families of missing persons, and beyond, on a working level.
  • Coordinates with relevant colleagues and departments in Bekaa and BEY to contribute to and maintain a multidisciplinary approach to the issue of the Missing Syria file.
  • Functionally coaches and supervises colleagues in Bekaa participating in the activities within and interlinked with the Missing file (RFL Field Officers 2).
  • Contributes to the analysis of humanitarian needs in his/her AoR and consequences for families of missing persons; provides her/his input to design, implement and adapt the response of the ICRC accordingly, in line with priorities defined by the Protection Department.
  • Develops ownership of activities in favor of missing persons, beyond Protection, and maintains their relevance to the context through regular analysis on its progress.

Objectives and Tasks:

Project Management and Implementation of an Integrated Response for the Accompaniment Programme (AP) to the Families of the Missing (30%)

  • Contributes to the definition and implementation of RFL-Missing activities in the AoR, in line with the Delegation’s RFL strategy and working procedures, mainly Allegations of Arrests/ Tracing activities.
  • Contributes to preparing written documents, e.g. analysis and representations etc, as required.
  • Ensures communication and coordination with RFL FO 3 (Syria Missing Responsible) based in BEY for the Syria Missing activities.
  • Amend and update the Bekaa Plan of Action of the AP to reflect any significant change. Based on the response and activities agreed by the Delegation, ensures and supervises the implementation of the response with established priorities and clear plan actions in coordination with the RFL FO 3 based in BEY.
  • Coordinates with relevant departments and colleagues (RFL, Data Manager, MHPSS, EcoSec, Communication, etc.) to ensure an integrated and multidisciplinary approach in the ICRC response to the Missing issue.
  • Drafts various documents such as synthesis reports on specific issues affecting families of missing in the AoR, and other documents. 

Case Management (30%)

  • Reviews the tracing requests and Allegations of Arrests collected in Bekaa AoR , to monitor the quality of the information and documentation collected; ensure  proper and swift follow up of and validate the cases prior to transferring them to BEY.
  • Ensures that cases emanating from CCC and reviews requested by Damascus tracing are conducted in a timely manner.
  • Analyses trends in cases collected for possible event connections and any irregularities for assistance referrals.
  • Ensures that the Ask for News (AFN) calls are done in a timely manner and that the review of the file is done systematically prior to any call, that the information collected from the Enquirers during the calls are complete.  Making sure that the FOs are incorporating the AFN activity in PROT6 regularly.
  • Leads the efforts to recontact/relocate ENQs with whom the ICRC has lost contact and designs appropriate strategies for field tracing and mitigate the risk of further loss of contact with Enquirers through returns to Syria.
  • Reviews all Accompaniment Program (AP)  forms (family compositions, Home Visit reports, reports of Prot related AP sessions) to ensure that they are duly filled prior to sending them to the RFL AP focal point. .
  • When needed, ensures that activities are updated in Prot6 following meetings with Families of Missing (enquirers).
  • Ensures that the internal referral workbook and referral sheets on Team Space are appropriately updated by the FO under his/her responsibility to enable data entry in PROT6. 

People Management (30%)

  • Acts as the direct supervisor for 3 Protection/Restoring Family Links Field Officers (P/RFL Field Officer) in the SDs.
  • Provides information, coaching, training, and support to the P/RFL Field Officers based in the sub delegation.
  • Ensures that the P/RFL Field Officers are tasked with Biological Reference Samples collection incorporate this activity into their field planning and that the SD permits adequate time for this activity to be conducted in accordance with the time reporting.
  • Understands and supervises the Performance Management & Development (PMD) activities for employees under his supervision.
  • Makes sure that deadlines for the PMD cycle are met.
  • Engages in ongoing and continuous feedback and support, particularly for employees under his supervision, but also other staff members.
  • Organizes regular meetings within his team to ensure optimal coordination of the work and proper flow of information.
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.
  • Plans and coordinates the annual leave of the employees under his supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.
  • Coordinates and supports the employees under his supervision in their personal development by coaching and advising them on internal and external training and development possibilities.

Representation (10%)

  • Based on the decontextualized Family Needs Assessment, conducts regular meetings with the stakeholders to inform about the general plight of the families of the missing persons. 
  • With the FOs in the field, contributes to identifying and developing a relevant network of contacts and actors of influence, to increase the acceptance of the ICRC RFL/Tracing activities in AoR and quality of the referral pathway to holistically meet the needs of the Families of the Missing not covered by ICRC.
  • Contributes to designing and deliver dissemination sessions on ICRC RFL services to various publics, whenever needed.
  • Builds and maintains a network of interlocutors (civil society, community and religious leaders, local NGOs and INGOs, universities, as part of a stakeholder mapping and response following the Family Needs Assessment) internal report recommendations to raise awareness on the missing file.

 Additional Duties:

The RFL/Field Officer can be asked to participate in and to carry out, any other activity with the sub-delegation according to operational priorities.

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

Position Requirements:

Minimum Qualifications:

Years of experience required: 6 years of overall professional experience, 3-4 years of experience in protection, case management, and/or social activities. A minimum of 2-3 years in an International/Non-governmental organization is required.

Level of education: Bachelor’s Degree, Master’s Degree is a plus.

Field of education: Social Sciences, Political Sciences, Socio-Medical Assistance, Law,  or any other related field with a minimum or any other job relevant field.

Languages: Fluency in Arabic and English, French is a plus.

Computer Literacy:  Proficient use of Microsoft Office Package.

Job Details:

  • Job Location: Zahle, Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Contract Type: Determined Period, 1 Year.
  • Salary Package: 2897 – 4400 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
