Main duties and responsibilities:

GENERAL DUTIES

  • Knows recruitment and development policies, procedures and tools, adapt them to the Lebanon delegation context and ensure a fair and efficient implementation throughout the delegation by all relevant people
  • Acts as a focal point for recruitment process in the organization
  • Is responsible for reviews and publishing of internal and external job vacancies ensuring the quality and consistency of the content and format of vacancy notices
  • Provides guidelines to recruitment officers in evaluating candidates' files
  • Conducts interviews and participates to the selection of the candidates
  • Be the key contact for the candidates during the recruitment process and answer their questions including the outcome of their applications
  • With the support of the HR Officers, carry out various administrative tasks (recruitment’s files, organization of technical / languages tests, contract)
  • Responsible for the evaluation of the recruitment activities and adjusts the action plans and programmes accordingly
  • Supports and provide HR expertise to all levels of the organization as part of internal and external recruitment processes and is responsible for communication of Recruitment Strategies
  • Works closely with the HR Talent Attraction team to put in place specific actions through our network and attract the right talents together with recruitment officers
  • Is responsible for keeping the recruitment tools up-to-date and maintain candidates’ data
  • Works in collaboration with various units to identify and analyze recruitment challenges, methods and processes and optimize the recruitment tools
  • Answers questions from applicants and any other individual or organization interested in staff recruitment at the ICRC
  • Works on specific KPIs (time to hire, candidates and hiring managers’ satisfaction) and keeps statistics up to date
  • Monitors and ensures compliance with local labor laws and staff regulations
  • Supports the HR (employer) branding by representing the ICRC in external recruitment-related forums
  • Is in charge of onboarding and offboarding and ensures solid onboarding culture is put in place.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Trains the HR officers involved in recruitment and is their technical manager.
  • Coordinates and supports the employees under his/her technical supervision in their personal development by coaching and advising them on internal and external training and development possibilities

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Red Cross Movement and other contacts relevant to the position
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • May be required to work overtime in line with the needs of the unit
  • Replaces the HR Responsible in case of absence.
  • Manages other files assigned by the HR Manager
  • Must set an example to other employees by demonstrating good ethics and behavioural attitude in line with the ICRC code of conduct.
  • Develop an open knowledge-sharing environment and actively contribute to the HR team in a manner that builds knowledge, skills and service to the team.

EDUCATION & PROFESSIONAL EXPERIENCE

  • University degree, specialized degree in HR is an asset.
  • At least 5 years’ experience in recruitment
  • Fluent in English, French is an asset
  • Computer proficiency (word, excel and PowerPoint)
