Recruitment Officer

General Description:

Recruitment Officer participates in all tasks involved in recruiting and onboarding employees, in addition to managing and monitoring the administrative aspects of the recruitment cycle. S/he provides recruitment and onboarding services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. S/he contributes continuously to recruitment needs on a day-to-day basis and ensure the information flow to his/her direct line manager. S/he implements human resources policies, procedures, systems, and tools in the field, and assist in training managers and staff on best practices in recruitment and onboarding.

Objectives and Tasks:

Objective 1: Carry out the recruitment process for vacant positions (60%)

  • Keeps informed and knowledgeable on the latest versions of global and local recruitment and development policies, procedures, and tools.
  • Provides expertise to all people involved in recruitment process on how to lead it properly with the aim of recruiting professionals and people with potentials to be developed.
  • Contributes in defining the profile needed for each position, including  generic role, job grading, job description and job requisition
  • Collects job descriptions ahead of vacancy announcement,  and ensure proper electronic and paper storage of an updated – signed and approved – job description for resident staff.
  • Implements and organizes the whole recruitment process including reviewing the accuracy of the job description, preparing job advertisements for vacant positions, shortlisting, prescreening, testing, interviewing, participating in the selection decision, vetting and referencing, salary calculations, and contract preparation in accordance with procedures
  • Is the key contact for the candidates during the recruitment process and maintain satisfactory candidates’ experience.
  • Ensures the quality and consistency of the content and format of vacancy notices.
  • Carries out careers outreach work with universities and other higher education institutions and attends marketing events when needed.
  • Keeps the recruitment tools up-to-date and maintain candidates’ data storing and protection through hard and soft tools. 
  • Participates in the evaluation of the recruitment activities and suggest improvements accordingly.
  • Participates in identifying and analysing recruitment challenges, methods and processes and optimize the recruitment tools.
  • Participates with direct line manager in building/updating the annual plan and budget, with regards to her/his area of work and responsibilities.
  • Update and edit recruitment indicators for ongoing recruitment activities.

Objective 2: Handle the onboarding process of newly hired staff while ensuring the proper engagement and soft landing of the new hire (35%)

  • Keeps informed and knowledgeable on the latest versions of global and local onboarding policies, procedures and tools, and ensure its proper implementation for all newly recruited staff.
  • Support hiring managers in defining an onboarding plan for each newcomer and respecting standard milestones and communication requirements in the due time.
  • Follow up the quality and impact of the whole briefing and onboarding processes, collects data and suggest improvements to the hierarchy.

Objective 3: Participate in other human resources activities (5%)

  • Participates through research in advising her/his direct line manager on diversity and inclusion practices in recruitment activities.
  • Participates in creating an employer brand that appeals to diverse applicants.
  • Supports and provides human resources expertise to all levels of the delegation through events or workshops
  • Perform other duties and tasks as requested by the direct line manager.

 General Duties:

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other external contacts relevant to the position.
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development
  • Ensures equitable, fair, transparent, efficient, and accountable processes with higher level of integrity in the recruitment and selection activities.

Position Requirements:

Minimum Qualifications:

Years of experience required: 3 - 5 years’ experience in human resources, specifically in talent acquisition, talent management, and onboarding, minimum 1 year carrying out assessment and selection activities, minimum 1 year in using application tracking systems preferably SuccessFactors.

Level of education: Bachelor’s Degree.  

Field of education: Business Administration, preferably Human Resources Management.

Languages: Fluency in Arabic and English, French is a plus.

Computer Literacy:  Advanced computer skills, previous experience in working on application management systems.

Job Details:

  • Job Location: Beirut, Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Contract Type: Determined Period, 1 Year.
  • Salary Package: 2037 – 3200 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
