Restoring Family Links Field Officer

PURPOSE

Under the responsibility of the Missing Field Officer Responsible, the Restoring Family Links (RFL) Field Officer maintains an analysis and understanding of the needs of families whose relatives went missing in Syria in relation to the conflict which started in 2011.

S/He supports the Missing Field Officer Responsible in the implementation of the multidisciplinary response of the delegation deriving from the assessment of the families’ needs.

 

MINIMUM REQUIRED KNOWLEDGE & EXPERIENCE

• University degree or relevant professional experience.
• Excellent command of English; French is an asset
• 3 years’ experience in the field of social, political or economic sciences or similar.
• 1–2 years’ experience with the ICRC or another humanitarian agency an asset
• Very good communication skills

• Team work spirit

• Fluent English (written and oral).
• Very good Computer literacy.

 

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Is the focal point for the accompaniment program under her/his Area of Responsibility AoR
  • Contributes to the analyses of the security, socio-economic, cultural and political environment in which the ICRC is working, shares relevant information with team members and reports any changes in the situation.
  • Contributes to the design and implementation of projects (multidisciplinary response to family needs e.g Mental Health and Psychosocial Support (MHPSS) and Economic Security (EcoSec) support programs.
  • Analyses data and contributes to written internal reports.
  • Contributes to institutional exercises relating to planning, budgeting and monitoring programmes.
  • Develops and maintains contact with municipal / local authorities, local / regional National Society branches, the local population and suppliers.
  • Fosters a constructive working environment (multidisciplinary approach, good team dynamics) among team members. Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.

Integrated Approach - Multidisciplinary response to needs of families of Syria Missing

  • Based on the response and activities agreed by the Delegation, ensures the implementation of the response with established priorities and clear plan of actions.
  • Closely works with relevant departments and colleagues (RFL, Data Manager, MHPSS, EcoSec,) to ensure the proper implementation of the integrated and multidisciplinary approach in the ICRC response to the Missing issue.
  • Builds and maintains a network of interlocutors (civil society, community and religious leaders, local NGOs and INGOs, universities, Forensic bodies), as part of a stakeholder mapping and response following the FNA internal report recommendations to raise awareness on the missing file.
  • Designs and delivers awareness and training sessions for NGOs and accompaniers to explain the role of ICRC and the Syria missing program in Lebanon.
  • Identifies specific needs of Family of Missing FoM and ensures their referrals to relevant departments within ICRC.
  • Trains the accompaniers and the Field teams on the referral system and monitors its good implementation.
  • Supports with the mapping and identification of service providers and other relevant stakeholders in AoR and liaises with them for referral of cases.
  • Oversees and monitors the preparation and implementation phases of the Accompaniment Cycles in the AoR under her/his responsibility, while organizing the activities between Beirut Missing team, Health team and Sub Delegations.
  • In coordination with colleagues monitors and ensures the logistical preparations with other departments

Assistance

  • When needed refers FoM to other ICRC departments for support (EcoSec/Health) in accordance with the set criteria / guidelines as well as external stakeholders when appripriate
  • Contributes to the review and definition of the EcoSec criteria for FoM whenever the need arises.
