As part of the Protection Department in Beirut, contributes to the implementation and monitoring of the delegation’s objectives, strategy, and guidelines on all aspects of the ICRC response to the needs of Missing persons as a consequence of the different conflicts which took place in Lebanon since 1975 and the needs of their families, as well as the RFL and tracing response of the ICRC to the needs of Lebanese, Syrians, and other nationals in Lebanon separated by conflict, other situations of violence, and migration.
Functional responsibilities
Accompaniment and support to the families
In close coordination with the Beirut-based Accompaniment Coordinator for technical aspects, contributes to the design, planning and implementation of accompaniment activities in her/his area of responsibility, supports the implementation in other areas as and when needed, and supports accompaniers’ activities:
Maps and identifies service providers and other relevant stakeholders, and liaises with them;
Assesses the needs of the families of the missing;
Establishes and maintains contact with families through field visits and phone calls; and
Prepares and organizes ICRC visits and visits with accompaniers;
Provides accurate, timely, and consistent analysis and reporting to the hierarchy on ICRC visits to families, and shares accompaniers’ reports with hierarchy;
Suggests to hierarchy the referral of specific cases (collected through ADD, BRS, RFL, tracing, or other activities) to other organization, according to criteria and when relevant.
Collection of Ante Disappearance Data (ADD) and Biological Reference Samples (BRS)
In close coordination with the Beirut-based ADD Program Manager, BRS Project Coordinator, and Quality Control Supervisor for technical aspects, plans, organizes, and implements the collection of Biological Reference Samples (BRS) and Ante Disappearance Data (ADD) in her/his area of responsibility in a timely and consistent manner and as per relevant guidelines, ensures proper follow up, and supports BRS and ADD collection in other areas, as and when needed;
Provides accurate, timely, and consistent reporting of the ADD interviews and BRS collection to the relevant Beirut-based missing and forensic colleagues using the relevant tools, and as per the relevant guidelines, and provides them with analysis of the said activities;
Following ADD interviews and BRS collection, manages data and samples timely, consistently, and as per relevant guidelines.
RFL and tracing
In close coordination with the Beirut-based Head of RFL unit for technical aspects:
Plans, organizes and implements the timely and consistent collection of Syria-related Tracing cases, RFL cases and Allegations of Arrest; migration-related Tracing cases, RFL cases, and Allegations of Arrest; and Lebanon-related Tracing and RFL cases; and
Follows up proactively, systematically, and in a timely manner on individual cases internally, with families/enquirers or with the relevant stakeholders.
Provides accurate, timely, and consistent analysis and reporting of the activities (including Prot 6).
Outreach and awareness raising
In close coordination with the Beirut-based Senior Missing Program Officer (regarding the Lebanon Missing file):
Contributes to the design and implementation of outreach efforts to local authorities, community leaders, (I)NGOs, families of the missing, and other stakeholders in her/his area of responsibility, as relevant and appropriate, in order to identify new families of missing persons; and
Contributes to the design, planning and implementation of ICRC awareness raising activities with the said stakeholders.
